Tidewater, Inc is seeking an experienced and highly motivated Overseas Construction Superintendent and/or CQC Manager to lead and oversee the on-site execution of complex construction projects for the U.S. Department of State’s Bureau of Overseas Buildings Operations (OBO). This position plays a critical role in ensuring the successful delivery of secure, high-quality facilities that support U.S. diplomatic missions around the world. The ideal candidate will bring extensive experience in construction, renovation, rehabilitation projects, a deep understanding of federal construction standards, and the leadership capabilities to manage diverse international teams in challenging environments. Tidewater was founded in 1983 as an environmental consulting services provider in Baltimore, Maryland. As a growing small, disadvantaged business focused initially on industrial hygiene (IH) and environmental consulting services, we entered the SBA 8(a) Program in 2004 where it gained valuable experience and built a formidable team of professionals. Between 2004 and 2014 the firm experienced unprecedented growth and eventually graduated from the program. Today, tidewater has over 140+ employees performing work across three divisions. Our Environmental division includes Environmental consulting and Remediation and carries Radiological Services, and IH/Safety as two formidable Sub-Divisions. Our other two divisions consist of Facilities and Construction Services, respectively. Tidewater’s Headquarters is located in Elkridge, Maryland. We currently have eight offices throughout the United States including California, Ohio, Tennessee, and Pennsylvania with additional personnel working in Japan, Kenya, and Germany. Our business spans over 75 multi-year government contracts and an average of 1000 projects annually for Federal, State, Municipalities and Commercial clients here in the United States and abroad.

Tidewater’s Construction Division provides GC/construction management, design-build, and construction / demolition services for construction projects throughout the world. This Division maintains IDIQ contracts with multiple Districts of the US Army Corps of Engineers (USACE), the Navy, the US Department of State (DOS), Air Force, and GSA.

Responsibilities Include:
- Collaborate with engineers, subcontractors, etc. to determine project needs
- Set performance goals and deadlines
- Plan construction processes
- Estimate costs and ensure the project is on budget
- Supervise staff and provide constructive feedback
- Monitor and report on project progress
- Plan inspections and obtain construction permits from local authorities
- Implement safety and quality guidelines
- Order the appropriate equipment and arrange for regular maintenance
- Keep track of material stock and orders
- Ensure the job site remains safe, clean, and orderly
- Resolve on-site issues and emergencies
- Implement contract QC requirements

Requirements:
- U.S. Citizenship required; ability to obtain and maintain a U.S. Government security clearance
- Minimum of 10 years of experience in construction, renovation or rehabilitation projects, including at least 5 years in a superintendent or construction management role
- Previous experience with U.S. government construction projects, preferably for the Department of State OBO or similar federal agencies
- Strong knowledge of U.S. building codes, federal construction standards, and safety regulations (e.g., UFC, IBC, OSHA, EM 385-1-1)
- Demonstrated ability to manage multi-disciplinary teams and subcontractors in an overseas or remote environment
- Proven experience in the delivery of secure facilities, including SCIFs and other classified/controlled spaces, is highly desirable
- Ability to interpret construction drawings, specifications, and schedules to ensure quality control and timely completion of milestones
- Skilled in reporting progress, managing documentation, and maintaining compliance with contractual requirements
- Familiarity with construction management software (e.g., Procore, Primavera P6, MS Project)
- Strong communication and leadership skills, with the ability to interact professionally with U.S. Government representatives, contractors, and local personnel
- Willingness to deploy and work in international locations for extended periods of time
- Journeyman (or higher) Trade certification, or degree in Construction Management, Engineering, or a related field preferred; equivalent experience considered
