Brief Job Description:

This position is open to U.S. Citizens and permanent residents.


This onsite role requires the selected candidate to work from an HHS office in Austin, Texas.

 

Performs highly advanced computer programming work. Work involves overseeing programming projects; analyzing proposed applications; and designing software solutions. May supervise the work of others. Work under minimal supervision, with considerable latitude for the use of initiative and independent judgement.

 

Writes and debugs code on legacy and modern application development frameworks and in interfacing with back-end databases. Creates integrations between disparate systems with API’s or using integration tools.

Performs work on programming projects including those that are highly complex in nature or larger in scale.

 

Performs highly complex coding, testing, debugging, and implementation of applications utilizing modern technology stack in the cloud.

 

Essential Job Functions (EJFs):

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

 

1. Participates in the implementation for system design, planning, production support, and customer services for custom and prepackaged software systems, existing production & development applications, and statewide and interagency interfaces working independently with a significant amount of latitude. The person in this position will assist in identifying and defining enhancements required to support existing and emerging applications. (15%)

 

2. Performs the tasks necessary for the development for deliverables and support by coding, testing, and debugging programs while developing and executing tests for applications developed solutions. Coordinates the preparation of instructions for use during production runs. Coordinates the preparation and development of instructions or manuals for end users. Analyzes proposed computer applications in terms of equipment requirements and capabilities. Maintains code repository and follow development best-practices in managing the code base (40%)

 

3. Provides technical support and analysis related to programming activities. Provides business process analysis for design support to business processes and interfaces with integral departments and external agencies and service providers. Coordinates the research of automation techniques to improve computer system performance.

 

Plans and coordinates programming projects within a particular project. Acts as senior programming system consultant in advanced computer system technology. Recommends new and improved computer hardware capabilities. (20%)

 

4. Coordinates and prepares plans, scheduling, assigning, and coordinating analysis and programming activities. This coordination includes analysis and design involvement with business analysts and the application development team to ensure the conceptual and design phases of new and/or existing applications are aligned with the methods of working in code development methodologies at the agency. The person in this position will assist in developing standards and procedures for programming staff. (10%)

 

5. Participates in the establishment of business policies, procedures, and standards consistent with the agency standardization efforts within HHSC and provides on-going communications and coordination with agency project managers and subject matter experts to resolve issues or potential issues while promoting adherence to sound development standards and solutions. (10%)

Knowledge, Skills and Abilities (KSAs):

  • Knowledge of enterprise web application development using C#, ASP.NET Core/.NET, RESTful API design, JavaScript/TypeScript, Angular, HTML5, CSS3, and related front-end frameworks and libraries.
  • Knowledge of developing solutions using Microsoft Power Platform, including Power Apps (Canvas Apps and Model-Driven Apps), Power Automate, Dataverse, Power Pages, Copilot Studio / Power Virtual Agents.
  • Knowledge of Power Fx, workflow expressions, and business process automation
  • Knowledge of integrating Power Platform solutions with Azure services and enterprise applications using REST APIs and event-driven architectures.
  • Knowledge of version controlling platforms such as Git, GitHub etc.,
  • Knowledge of software architecture and design patterns for scalable, maintainable, and testable applications, including layered architecture, dependency injection, and component-based UI development.
  • Knowledge of database management systems such as Oracle and/or SQL Server, including data modeling concepts, query optimization, and stored procedure development.
  • Knowledge of software development lifecycle methodologies, including Agile and iterative delivery practices.
  • Knowledge of web application security principles, including authentication, authorization, input validation, data protection, and vulnerability mitigation practices.
  • Knowledge of concepts and techniques for designing and building accessible web applications in alignment with applicable accessibility standards (i.e.508, JAWS etc.).
  • Skill in computer programming and application troubleshooting across front-end, back-end, and data access layers.
  • Skill in writing, testing, and maintaining code for both new development and enhancement/maintenance efforts.
  • Skill in planning, scheduling, and prioritizing work assignments in a multi-project environment.
  • Skill in written and verbal communication with technical and non-technical audiences.
  • Skill in collaborating with cross-functional teams to achieve project milestones and quality outcomes.
  • Ability to analyze complex problems and develop practical, supportable solutions.
  • Ability to analyze functional and technical requirements and translate them into effective design and implementation approaches.
  • Ability to perform detailed work accurately and in accordance with established standards.
  • Ability to work independently with limited supervision while effectively coordinating with team members and stakeholders.
  • Ability to support production systems, investigate incidents, and participate in timely resolution of application issues.

 

Registrations, Licensure Requirements or Certifications:

Initial Screening Criteria:

Graduation from an accredited four-year college or university with major course work in Computer Science, Engineering or related field. May substitute Education with direct work experience on a year-for-year basis.

 

Minimum of 4 + years’ experience developing applications along with back-end development/integration tools and at least 2 years of modern UI frameworks.

 

Additional Information:

Any employment offer is contingent upon available budgeted funds. The offered salary will be determined in accordance with budgetary limits and the requirements of HHSC Human Resources Manual.
