Integrated Facilities Manager (Boon Lay)
About this role
The Integrated Facilities Management (IFM) Manager leads the management of all mechanical and electrical (M&E) systems and non-technical facilities management services at SJ Campus.
This IFM Manager is responsible for ensuring the reliability, efficiency, safety, and regulatory compliance of building systems while delivering an exceptional workplace experience. Key responsibilities include overseeing service partners, driving operational excellence, ensuring compliance with statutory requirements, monitoring service performance against contractual KPIs, and maintaining a safe, clean, secure, and efficient campus environment that supports business continuity and organizational objectives.
Team Leadership & Development
Lead a team of M&E & Soft Service executives, technicians, and external specialists.
Provide training on safety, technical skills, and equipment operation.
Ensure adequate manpower planning and performance evaluation.
Hard and Soft Services:
Mechanical & Electrical Systems Management:
Oversee the operation, maintenance, and performance of all M&E systems installed in SJ Campus.
Ensure all systems operate efficiently, safely, and in compliance with relevant codes and regulations.
Develop and implement preventive and corrective maintenance programs for M&E assets.
Troubleshoot system faults and lead restoration efforts to minimize downtime.
Service Operations Management
Oversee day‑to‑day delivery of soft services such as:
Cleaning & housekeeping
Pest control
Landscaping & horticulture
Waste management & recycling
Security services
Conduct scheduled site inspections to ensure compliance with standards and identify areas for improvement.
Coordinate periodic facade‑cleaning, high‑dusting, and ad‑hoc service requirements.
Ensuring services align with workplace or building policies, health standards, and regulatory requirements.
Technical Compliance & Safety
Ensure compliance with statutory requirements (e.g., fire code, electrical safety, BCA regulations, energy code).
Coordinate and prepare for inspections, audits, and certification renewals (e.g., LEW inspections, fire safety certifications. Lift license, gas inspection and water tank cleaning).
Maintain accurate documentation such as maintenance records, equipment logs, and compliance reports.
Ensure risk assessments are conducted for M&E work and ensure safe working practices are followed.
Project Management
Plan and execute M&E upgrade works, retrofitting, and asset replacement projects.
Coordinate with consultants, contractors, engineers, and authorities for project approvals and execution.
Review technical drawings, specifications, and method statements.
Ensure projects are delivered on time, within budget, and according to technical standards.
Vendor & Contract Management
Manage service providers responsible for mechanical, electrical, and other technical maintenance services.
Evaluate vendor performance and recommend improvements or contract actions.
Participate in procurement processes including tender specifications, evaluation, and awarding.
Energy & Sustainability Management
Monitor and analyses utilities consumption (electricity, chilled water, water, solar).
Support the organization ’s sustainability goals (e.g., Green Mark certifications, waste reduction, energy audits).
Recommend and implement cost-saving measures related to M&E operations.
Asset & Lifecycle Management
Maintain an accurate register of all M&E assets including equipment age, condition, and lifespan.
Develop asset lifecycle strategies, including predictive maintenance and end of life replacement plans.
Emergency & Critical Systems Management
Oversee critical equipment such as backup generators, UPS systems, fire pumps, and life safety systems.
Lead emergency response for M&E failures, outages, or incidents.
Ensure availability of emergency procedures, response protocols, and business continuity plans.
Budgeting & Financial Management
Prepare and manage the M&E maintenance budget and capital expenditure (CAPEX) plans.
Track and control operating costs related to M&E systems.
Provide financial analysis for cost-saving initiatives.
Stakeholder & Customer Engagement
Serve as the technical point of contact for internal stakeholders and building occupants.
Provide timely updates and technical advice on system performance, outages, and maintenance work.
Respond to M&E related service requests, feedback, and issues.
Reporting & Documentation
Prepare periodic management reports covering performance KPIs, inspections, incidents, and improvement plans.
Maintain accurate records of service schedules, audit findings, and compliance documents.
Requirements:
Degree in Facility Management / Building Services / Mechanical or Electrical Engineering / Fire Safety and Workplace Safety & Health or its equivalent.
At least 5-8 years' experience in relevant FM work experience.
Recognized certificate in Fire Safety or equivalent and successful registration with Singapore Civil Defense Force as qualified Senior Fire Safety Manager.
Experience in preventive facility management and Fire Safety and Workplace Safety & Health & Environmental Safety & Health is a requirement.
An initiative self-starter who is comfortable working independently with limited oversight and direction, strong sense of responsibility.
Proficient in standard business applications (MS Word, Excel, PowerPoint).
Ability to work under pressure and meet tight deadlines.
Ideally, a certified Process Green Mark Facilities Manager and Water Efficiency Manager.
