STV is seeking a Rail & Transit Market Leader to join our Systems department at our Bellevue, WA office.

STV is seeking a dynamic, growth-oriented Rail & Transit Market Leader to drive the strategic expansion of our rail and transit practice throughout the Pacific Northwest. This senior leadership role will be responsible for developing and executing regional market strategies, cultivating client relationships, leading business development efforts, and partnering with technical teams to deliver complex transportation infrastructure programs. The ideal candidate will possess deep knowledge of the transit and rail industry, established relationships with key agencies across the Pacific Northwest, and a proven track record of winning and delivering major transit and rail projects.

The Rail & Transit Market Leader will serve as a trusted advisor to clients while collaborating with operations, engineering, planning, construction management, and systems teams to position STV as a premier provider of rail and transit solutions throughout the region.

Responsibilities

  • Develop and execute a strategic growth plan for STV's Rail & Transit practice across Washington, Oregon, Idaho, and the broader Pacific Northwest market.

  • Serve as the primary client-facing leader for regional transit agencies, commuter rail operators, state DOTs, municipalities, and transportation authorities.

  • Identify, pursue, and secure new business opportunities across rail, transit, systems, facilities, and infrastructure programs.

  • Lead pursuit strategies, capture planning, proposal development, interviews, and contract negotiations for major pursuits.

  • Expand and strengthen relationships with key clients, industry partners, public agencies, contractors, and stakeholders.

  • Collaborate with regional and national leadership to establish market priorities, revenue goals, and growth objectives.

  • Provide executive oversight for significant rail and transit projects, ensuring successful delivery, client satisfaction, and financial performance.

  • Support recruitment, mentorship, and professional development of multidisciplinary staff throughout the region.

  • Coordinate with planning, engineering, systems, construction management, program management, and advisory teams to deliver integrated client solutions.

  • Monitor industry trends, emerging technologies, funding opportunities, and legislative developments affecting transit and transportation infrastructure investments.

  • Represent STV at industry conferences, trade organizations, professional associations, and client events.

  • Promote a culture of safety, innovation, technical excellence, and collaboration across project teams.

  • Support succession planning and long-term organizational growth within the rail and transit practice.

  • Perform project work in a technical discipline as needed to support rail and transit programs.

  • Perform as a Project Manager and other related roles as needed to support project work.

Preferred Market Experience

The successful candidate will demonstrate experience with one or more of the following:

  • Light Rail Transit (LRT)

  • Commuter Rail

  • Heavy Rail and Metro Systems

  • Regional Transit Programs

  • Transit Facilities and Maintenance Yards

  • Rail Systems Engineering

  • Signal Systems and Train Control

  • Communications Systems

  • Electrification and Traction Power

  • Program Management and Construction Management

  • Transit-Oriented Development Initiatives

  • Major Capital Improvement Programs

  • Alternative Delivery Projects (CM/GC, Progressive Design-Build, Design-Build)

Required Qualifications

  • Bachelor's degree in Engineering, Transportation Planning, Construction Management, Business, or a related discipline.

  • 15+ years of progressively responsible experience in the rail and transit industry.

  • Demonstrated success leading business development and client management efforts for transportation infrastructure projects.

  • Established relationships with transit agencies and transportation stakeholders throughout the Pacific Northwest.

  • Proven record of winning and delivering large-scale transit and rail programs.

  • Strong understanding of project delivery methods, program management, and transportation funding mechanisms.

  • Experience leading multidisciplinary teams across engineering, planning, systems, and construction disciplines.

  • Excellent leadership, communication, presentation, and relationship-building skills.

  • Ability to travel throughout the Pacific Northwest and support national business development initiatives as needed.

Preferred Qualifications

  • Professional Engineer (PE) license or equivalent professional registration.

  • Experience working directly with agencies such as Sound Transit, King County Metro, Community Transit, WSDOT, TriMet, C-TRAN, Portland Streetcar, Amtrak, or similar transportation organizations.

  • Experience managing large, complex transportation programs valued at $100M+.

  • MBA or advanced degree in Engineering, Transportation, Business Administration, or related field.

  • Active participation in industry organizations such as APTA, WTS, AREMA, ASCE, or other relevant associations.

Compensation Range:

$223,911.19 - $248,790.22
