Develop and implement Solx's government affairs strategy across the Government of Puerto Rico and the U.S. federal legislative and executive branches. Reporting directly to the CEO, you'll be the company's advocate with policymakers — protecting and advancing the policy that underpins American solar manufacturing at giga scale.

What you'll do

  • Own and execute Solx's government affairs strategy with the executive and legislative branches at the federal level and across the Government of Puerto Rico.
  • Build and maintain relationships with members of Congress and their staff, the Administration, and agencies including DOE, Treasury/IRS, and Commerce.
  • Advance and defend the federal policy that underpins domestic solar manufacturing — the Advanced Manufacturing Production Tax Credit (45X), the ITC/PTC, trade and tariff enforcement, domestic-content and Buy American provisions, and permitting.
  • Partner with the Government of Puerto Rico — the Governor's office, DDEC/PRIDCO, the Energy Bureau, and the Legislature — on incentives, energy policy, workforce, and the island's industrial agenda.
  • Represent Solx in coalitions, trade associations, and industry groups, and manage outside lobbying firms, consultants, and counsel.
  • Monitor and analyze legislation, rulemakings, and regulation; brief leadership on risks and opportunities and shape the company's response.
  • Support economic-development, tax-incentive, grant, and financing engagements with federal and Puerto Rico agencies.
  • Partner with Communications and leadership on positioning, testimony, and the public-policy narrative.

What you bring

  • A very senior government relations or public policy leader (15+ years) with a proven record moving policy at the federal level and with state or territorial governments.
  • Deep, bipartisan relationships across Congress and the executive branch and agencies.
  • Experience in energy, defense, or deep tech strongly preferred.
  • Direct experience with federal clean-energy or manufacturing incentives (45X, ITC/PTC), trade and tariffs, or industrial policy.
  • Familiarity with the Puerto Rico government, economic development, and energy policy a strong plus.
  • Skilled at managing lobbyists, coalitions, and complex multi-stakeholder campaigns.
  • Exceptional judgment, discretion, and executive presence; comfortable representing the company to senior officials and in public.
  • Spanish strongly preferred given the Puerto Rico engagement.
  • Hybrid; based in or near Washington, D.C. or San Juan, with regular travel.
