ROLE PURPOSE:This position will oversee the health interventions and implementation in the project activities in Aswan. The senior health officer will be responsible for ensuring that the project interventions contribute successfully towards the implementation of the project plan. S/he will provide oversight and technical guidance in the development, implementation, monitoring and reporting of all health activities conducted under the project in Aswan. This includes developing and implementing technical capacity building plans for Save the Children and partner staff, accountability for quality implementation, and adherence to standard operating procedures. In consultation with the Health technical advisor, s/he will be responsible to provide technical oversight on the health activities implemented through the sponsorship project including its partners. Save the Children aims to strengthen Egypt’s primary health care system in line with the Universal Health Insurance rollout, ensuring equitable access for vulnerable groups including refugees, migrants, women, and persons with disabilities. The project focuses on improving service quality and inclusivity through health system strengthening, community engagement, and innovative delivery models. The project will be implemented over a 24-month period in Aswan, Kafr El Sheikh and in Minya governorates. All proposed activities will be implemented in all three governorates, except for those under Output 1.2, which will mainly target refugees and migrants residing in Aswan. Key priorities include training community health workers with standardized, nationally endorsed guidelines to ensure consistent, high-quality care, and expanding inclusive health awareness and primary care services provision to build trust and improve access for underserved populations. In addition, Save the Children will establish community health committees and lead community campaigns to foster participation, accountability, and health-seeking behaviours. SC will also pilot a model to include refugees and migrants within the national UHIS in Egypt. In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly. |

Capacity Building and Learning· Provide technical capacity building support to the project team and partners including training, coaching and technical oversight to support the use of SCI’s approaches in health. · Develop a platform for cross-learning across team based on after action reviews.

Safe Programming· Support in the mainstreaming of Save the Children’s safeguarding policy within health design and implementation; including identifying and addressing risks to children that are caused/exacerbated by programme design and intervention. · Collaborate with the Program Operations teams to ensure that activities are safe for children and adults, and that all steps are taken to ensure their meaningful and safe participation. General:· Comply with Save the Children policies and practice with respect to safeguarding, code of conduct, safety and security, equal opportunities and other relevant policies and procedures. |

QUALIFICATIONS· Bachelor Degree in health or public health; · Minimum 5 years’ experience in health programming in a development program context, having experience in the humanitarian field is a plus. |

EXPERIENCE AND SKILLS
· Good knowledge of work dynamics in the selected governorates and familiar with the health trends in the community.
· Significant experience in training, capacity building, and mentoring.
