II. BACKGROUND
SAPA is implementing a range of humanitarian and development projects across Sudan,
focusing on improving the well-being and resilience of vulnerable and conflict-affected
populations. The organization delivers integrated interventions in sectors including Health,
Nutrition, Food Security and Livelihoods, Water, Sanitation and Hygiene (WASH),
Protection, and Emergency Response, in collaboration with government institutions, UN
agencies, donors, and humanitarian partners.
To ensure the effective planning, implementation, coordination, monitoring, and successful
delivery of these interventions, SAPA seeks to recruit a qualified Project Manager. Under
the supervision of the Program Manager. the Project Manager will provide overall
leadership and management of assigned projects, ensuring that activities are
implemented on time, within budget, and in compliance with donor requirements,
organizational policies, and humanitarian standards. The Project Manager will oversee
project teams, coordinate with relevant stakeholders, monitor project performance,
manage risks, and ensure the timely achievement of project objectives and expected
results while maintaining the highest standards of quality and accountability.
III. KEY RESPONSIBILITIES
Provide overall leadership, strategic direction, and management of assigned
projects, ensuring effective implementation in line with approved work plans,
budgets, donor agreements, and organizational policies.
Lead project planning, implementation, monitoring, and evaluation to ensure
the timely achievement of project objectives, outputs, and expected outcomes.
Supervise and provide technical guidance to Project Officers and field teams,
ensuring quality implementation and adherence to technical standards.
Oversee project performance across all implementation locations and ensure
timely resolution of operational challenges and implementation bottlenecks.
Ensure effective coordination among program, finance, logistics, procurement,
MEAL, and support departments to facilitate smooth project implementation.
Monitor project progress against key performance indicators (KPIs), work
plans, and budgets, and initiate corrective actions where necessary.
Ensure compliance with donor regulations, SAPA policies and procedures,
humanitarian principles, and applicable technical standards.
Review and validate project data, ensuring the accuracy, quality, and timely

submission of reports and supporting documentation.
Lead project review meetings and provide regular updates to Line manager on
implementation progress, risks, achievements, and challenges.
Coordinate project planning, procurement, and resource allocation to ensure
the timely availability of supplies, equipment, and operational support.
Develop and maintain strong working relationships with government
authorities, donors, UN agencies, NGOs, clusters, and other key stakeholders.
Represent SAPA in coordination meetings, technical working groups, donor
meetings, and other relevant national and state-level forums.
Oversee project monitoring missions, field visits, assessments, evaluations,
and learning activities to ensure quality implementation and continuous
improvement.
Ensure the effective implementation of Accountability to Affected Populations
(AAP), safeguarding, protection mainstreaming, gender equality, disability
inclusion, and community engagement across all project activities.
Lead the preparation and review of high-quality weekly, monthly, quarterly, and
final narrative reports, donor reports, situation updates, success stories, and
lessons learned.
Ensure proper project documentation, filing systems, records management,
and maintenance of all means of verification in accordance with donor and
organizational requirements.
Monitor project expenditures in collaboration with the Finance Department to
ensure sound financial management, budget utilization, and compliance with
donor requirements.
Identify project risks and develop mitigation strategies to ensure continuity and
successful delivery of project activities.
Support proposal development, project design, work planning, and budgeting
for new funding opportunities when required.
Build the capacity of project staff through coaching, mentoring, performance
management, and technical support.
Perform any other duties assigned by the Program Manager to support the
successful implementation of SAPA's programs.
IV. REQUIRED QUALIFICATIONS AND EXPERIENCE
Bachelor's degree (First-Level University Degree or equivalent) in Public
Health, Medicine, Nutrition, Agriculture, Food Security and Livelihoods, Project
Management, International Development, Social Sciences, or another relevant
field.
A Master's degree in Public Health, Nutrition, Project Management,

International Development, Humanitarian Assistance, Business Administration,
or a related discipline is highly desirable.
Minimum of Three (3) years of progressively responsible professional
experience in humanitarian and/or development programming, including at
least two (2) years in a project management or supervisory role.
Proven experience managing donor-funded projects, including project
planning, implementation, monitoring, budgeting, and reporting.
Demonstrated experience managing integrated humanitarian and development
projects in one or more sectors such as Health, Nutrition, Food Security and
Livelihoods, WASH, Protection, or Education.
Strong experience in project cycle management, including work planning,
budget management, risk management, monitoring and evaluation, and quality
assurance.
Experience coordinating with government institutions, humanitarian
coordination mechanisms, clusters, and other relevant stakeholders.
Strong analytical, organizational, problem-solving, and decision-making skills,
with the ability to manage multiple priorities in a fast-paced humanitarian
environment.
Excellent report-writing, communication, presentation, and stakeholder
engagement skills.
Good knowledge of donor compliance requirements, humanitarian principles,
safeguarding, accountability to affected populations (AAP), and international
humanitarian standards.
Experience working with national or international NGOs, UN agencies.
Proficiency in Microsoft Office applications (Word, Excel, PowerPoint, Outlook)
and familiarity with project management and data management tools is an
asset.
