Public Policy Manager (all genders) in Brussels
About this role
About the role
We believe in a future where cities are pollution-free and designed for people, not cars. By offering shared electric scooters and e-bikes as clean, convenient alternatives for short-distance travel, we're working to make that future real, city by city.
Founded in 2018, Dott joined forces with TIER in 2024 to become the European champion of micromobility. Today we operate in more than 400 cities across 18+ countries in Europe and the Middle East, including more than 20 cities in Italy, with ambitious plans ahead.
We're looking for a Public Policy Manager to support our growth in Belgium and strengthen our relationships with key stakeholders such as municipalities, institutions, and partners. This is a hybrid role: it combines high-level institutional relationship-building with hands-on, detail-oriented execution — from shaping public policy conversations to producing accurate, on-time contributions to tenders and reports. The ideal candidate is as comfortable building trust with a mayor's office as they are proofreading a document the night before a deadline.
The Public Policy Manager will report to the Public Policy Director and can be based in Brussels (preferred) or any Belgium city, with availability to travel frequently across the country.
What you’ll do:
Build and maintain trust-based relationships with municipalities and other external stakeholders, showing reliability and proactivity in every interaction
Collaborate with local Administrations to strategically shape market regulations in line with best-in-class standards
Identify and prioritise expansion opportunities in Belgium, and build Dott’s positioning and knowledge base for each
Contribute developing the local communities of users, increasing their engagement though dedicated comms & commercial activities and offers
Support the users and the city satisfaction, working with local operations teams on concrete improvement plans
Contribute to building a lasting network of partnerships around Dott, in support of the wider team's goals
Represent Dott at public policy related local events
Define key messaging relevant to the Belgian market and local policy environment and organise policy-relevant activities
Research and monitor the political and regulatory landscape in Belgium, turning it into clear, actionable reporting for internal stakeholders
Own Dott’s contribution to the tender application process end-to-end: defining Dott's strategic positioning, drafting accurate and timely local content, and making sure nothing falls through the cracks ahead of submission deadlines
Available to travel - mostly daily trips within Belgium (2/3 times a month)
What you’ll bring:
5-10 years experience in public affairs/policy, project management, institutional relations, policy-related consulting, mobility consulting, or similar;
A track record of taking full ownership of projects from start to finish, with problem-solving attitude and strong attention to detail;
Experience in external relationships, negotiation and representation, ideally backed by an established network within city administrations, political parties, non-profit associations, or mobility-related public and private stakeholders
Excellent organisational skills and the ability to juggle multiple deadlines and stakeholders without losing precision
Fluent in French and preferably Dutch + English (written and oral);
A degree in Law, Business, Political Science, International Relations (a Master's in public affairs or business development is a plus)
Ability to stay calm under pressure, with sound problem-solving and critical-thinking skills
A proactive, hands-on attitude — comfortable both setting strategy and personally getting a document or a stakeholder list over the line
Event management skills and a genuine passion for green mobility
Ability to work well in a cross-functional, multi-cultural environment, across multiple teams simultaneously
