The Research Foundation for Mental Hygiene, Inc. is seeking a qualified candidate to fill the position of Legal Partnership Program Director. The Medical/Public Health-Legal Partnership Program Director provides strategic leadership and operational oversight for an integrated legal partnership embedded within the Bureau of Health Promotion for Justice-Impacted Populations.


This role is responsible for developing and sustaining partnerships with legal service providers, aligning legal services with public health priorities, and ensuring high-quality, effective program implementation. The Program Director works closely with internal teams and external partners to address legal needs that impact health outcomes and advance health equity.


Job Duties and Responsibilities

  • Lead and manage all aspects of the medical/public health-legal partnership, including strategic planning, implementation, and evaluation.
  • Build, strengthen, and maintain partnerships with legal organizations to support program goals and participant needs.
  • Serve as the primary liaison between the legal partnership and internal programs ensuring alignment and coordination.
  • Oversee program operations across all stages, including intake processes, service delivery, referral systems, and follow-up protocols.
  • Develop and deliver training for program staff on legal issues, partnership workflows, and the intersection of law and public health.
  • Establish and implement quality assurance processes to monitor program performance, ensure compliance, and drive continuous improvement.
  • Manage the strategic integration of legal services into public health programming, identifying opportunities to enhance impact and efficiency.
  • Collaborate with policy staff to share insights, trends, and data related to legal needs and systemic barriers affecting program participants.
  • Monitor program outcomes and metrics, using data to inform decision-making, reporting, and program refinement.
  • Facilitate cross-sector collaboration among healthcare providers, public health professionals, and legal partners.
  • Supervise case manager and/or consultants as applicable, providing guidance, support, and performance management.

Minimum Qualifications

  • Master's degree (e.g., MPH, MPA, or MSW) in related field.
  • 6 years of experience in program management, public health, healthcare, legal services, or a related field.
  • 2 years of demonstrated experience building and managing cross-sector partnerships, particularly with legal or community-based organizations.

Preferred Qualifications:

  • Licensed attorney and/or JD strongly preferred
  • Experience overseeing complex programs, including operations, staff supervision, and performance management.
  • Knowledge of quality assurance, program evaluation, and continuous improvement practices.
  • Experience working with diverse, criminal legal system-impacted and underserved populations with complex health, mental health and resource needs, with a commitment to health equity and social justice.
  • Experience working within a Medical-Legal Partnership (MLP) or similar integrated service model.

Work Environment:

  • This position may operate in healthcare, public health, or community-based settings and may involve a combination of in-person and remote work.
  • Occasional local travel may be required to meet with partners or participants.

Remote Work Policy: DOHMH employees working through RFMH are allowed a Hybrid option post training and onboarding.

The Research Foundation for Mental Hygiene, Inc (RFMH) is a private, not-for-profit membership corporation organized in 1952, for the purpose of assisting and enhancing the research and training objectives of the New York State Department of Mental Hygiene and its component agencies; the Office of Mental Health (OMH), the Office for People with Developmental Disabilities (OPWDD) and the Office of Alcoholism and Substance Abuse Services (OASAS).

Through an agreement with NYS, RFMH has been designated as the organization responsible for administering and directing the conduct of all sponsored research programs carried out by scientists at Department of Mental Hygiene institutes or facilities. Sponsored research activities are carried out at the central offices of the Department as well as at the Departments at the three research institutes.

RFMH provides an organizational bridge between the scientist and those wishing to support his or her work, be it the Federal Government, State Government, Individuals, Foundations or, as is frequently the case, a combination of multiple sponsors. RFMH provides the Department of Mental Hygiene and their scientists with the independence and administrative flexibility to respond quickly to the special demands of sponsored programs in a manner that facilitates their scientific or technical execution. These are needs that could not be as easily accommodated through state processes.
