Job Description

Shape Rabobank’s global Financial Crime Compliance framework and strengthen our role as a gatekeeper.

Lead and shape Rabobank's global response to financial crime risk at board and executive level. Lead one of the bank's most critical second-line compliance functions and influence strategic decisions across Rabobank Group, international regions and major subsidiaries.

You & your role

As Manager FCC Design, Risk & Control, you are responsible for one of the most strategically important functions within Rabobank's Financial Crime Compliance organization.

You lead the teams responsible for Financial Crime Risk Management & Intelligence, Second Line Monitoring, and Governance, Design & Implementation. Together, these disciplines provide senior leadership with an independent view on Rabobank's financial crime risk profile, emerging threats, control effectiveness, regulatory compliance, and governance maturity.

In this highly visible leadership role, you oversee Financial Crime Compliance risk management across Rabobank Group, Wholesale & Rural, and major subsidiaries. You provide executive-level insights and recommendations, challenge risk decisions where necessary, and ensure timely escalation of material risks and non-compliance.

You operate at the intersection of strategy, regulation, governance and operational oversight. Through your leadership, Rabobank strengthens its ability to detect emerging financial crime threats, manage regulatory expectations and continuously improve its Financial Crime Compliance framework.

  • Providing executive leadership with an independent assessment of emerging financial crime risks and advising on strategic mitigation actions.
  • Leading oversight activities across Rabobank's international network and major subsidiaries to ensure consistent application of Financial Crime Compliance standards.
  • Engaging with regulators, supervisory authorities and public-private partnerships to strengthen the bank's gatekeeper role and influence sector-wide approaches to financial crime prevention.

Facts & figures

  • 40 hours per week
  • Leadership responsibility for approximately 42 FTE, with broader functional oversight across international FCC networks.
  • Functional oversight of approximately 75 FTE in the international Wholesale & Rural FCC network.
  • Functional oversight of approximately 52 FTE across major subsidiaries including DLL and Obvion.
  • Contributing to oversight of a first-line FEC organization with a budget of approximately EUR 800 million.
  • Operating in a global environment spanning Rabobank Group, international regions and major subsidiaries.

Top 3 responsibilities

1. Lead Financial Crime Risk & Control Oversight

You provide independent oversight of Rabobank's financial crime risk profile, monitoring risk developments, control effectiveness and emerging threats. You ensure that executive leadership has clear insights into key risks and that appropriate actions are taken to maintain compliance and strengthen the control environment. You are responsible for providing independent challenge on strategic risk decisions affecting Rabobank's financial crime risk appetite and control environment.

2. Drive Governance, Monitoring and Regulatory Readiness

You oversee second-line monitoring activities, governance processes and remediation programs. You ensure Rabobank remains prepared for regulatory scrutiny, maintaining strong oversight frameworks, effective governance structures and sustainable solutions to identified risks and control deficiencies.

3. Lead Strategic Change and Global FCC Collaboration

You lead a multidisciplinary organization and maintain functional relationships across regions and subsidiaries. You drive strategic initiatives, strengthen collaboration throughout the FCC network and ensure consistent execution of Financial Crime Compliance objectives across the bank.

Within Financial Crime Compliance, the FCC Design, Risk & Control teams provide independent oversight and strategic direction for the bank's anti-financial crime activities. Working closely with senior management, risk professionals, regulators and international stakeholders, the department plays a critical role in protecting Rabobank's integrity and reputation.

You & your talent

Education

  • University degree or equivalent academic working and thinking level.
  • Relevant Financial Crime Compliance qualification or equivalent expertise.

Experience

  • 15+ years of experience within financial services, including at least 10 years in Financial Crime Compliance, Regulatory Compliance, Legal or Financial Crime Risk leadership roles.
  • At least 8-10 years leading senior managers, heads of department, or large international specialist teams.
  • Experience with international financial crime legislation, regulatory requirements and industry standards.
  • Demonstrated accountability for enterprise-wide Financial Crime Compliance, Regulatory Compliance or Non-Financial Risk frameworks.
  • Proven experience advising Executive Boards, Supervisory Boards, Executive Committees or equivalent governance bodies.
  • Experience acting as a primary counterpart for regulators, central banks, supervisory authorities and law-enforcement agencies.
  • Track record leading large-scale remediation, transformation or regulatory change programmes in a global environment.
  • Demonstrated experience developing and implementing Financial Crime Compliance frameworks, policies and controls.
  • Experience advising executives and senior management on complex risk and compliance matters.

Knowledge

  • Deep expertise in Financial Economic Crime risk management.
  • Thorough understanding of AML, CTF, sanctions and ABC regulations.
  • Strong knowledge of governance, risk management and internal control frameworks.
  • Understanding of banking products, processes and operational risk management.
  • Knowledge of emerging financial crime threats, public-private partnerships and industry developments.

  • Salary Scale EKI: € 226.467,20 to € 290.209,47 (annual total fixed income)
