Position Overview

Join us in our fast-paced support to mission partners across the Intelligence Community and national security space mission environment. You will support mission planning, technical analysis, operations coordination, and systems engineering and technical assistance (SETA) activities tied to flight operations, ground site operations, modeling and simulation, and mission execution.

 

We are seeking a SETA Former COTR to provide senior advisory support to government customers in a SCIF environment. The ideal candidate has prior Contracting Officer’s Technical Representative experience, an active TS/SCI with Polygraph, strong Intelligence Community mission experience, and a technical background in aerospace, astronautics, electrical engineering, physics, or a related discipline. This role requires significant technical and acquisition experience in the NCR, with the ability to draft and manage acquisition documentation, including Statements of Work, Statements of Objectives, Requests for Proposals, and Contract Data Requirements Lists.

Responsibilities

  • Provide senior SETA support to government customers across technical, acquisition, contracting, and program execution activities
  • Advise government leadership on acquisition strategy, contract execution, technical requirements, and program documentation
  • Draft, review, and manage Statements of Work (SOW), Statements of Objectives (SOO), Requests for Proposals (RFPs), and Contract Data Requirements Lists (CDRLs)
  • Support the development, review, and coordination of acquisition packages, technical requirements, contract deliverables, and source selection materials
  • Apply prior COTR experience to monitor contractor performance, assess deliverable quality, and support contract execution activities
  • Coordinate with contracting officers, program managers, technical leads, SETA teams, FFRDCs, UARCs, industry partners, and mission stakeholders
  • Support technical evaluation activities, acquisition planning, market research, requirements definition, and contract oversight in classified environments
  • Apply technical expertise in aerospace, astronautics, electrical engineering, physics, or a related discipline to assess mission needs, contractor approaches, and technical performance
  • Prepare briefings, white papers, acquisition documentation, decision materials, and leadership updates for government stakeholders
  • Support program reviews, technical interchange meetings, acquisition readiness reviews, and contract performance discussions
  • Work in a SCIF environment and support mission priorities in the National Capital Region

Required Qualifications

  • Active TS/SCI clearance with Polygraph
  • 15+ years of relevant experience supporting Intelligence Community, Department of War, national security missions, acquisition, or technical mission programs
  • Prior Intelligence Community experience
  • Prior experience as a COTR, COR, or in a similar government contract oversight role
  • Ability to work in a SCIF
  • Significant technical and acquisition experience supporting classified or national security programs in the National Capital Region
  • Technical background in aerospace engineering, astronautical engineering, electrical engineering, physics, or a related technical discipline
  • Certification in program management, contracts, acquisition, or a related discipline
  • Experience drafting and managing SOWs, SOOs, RFPs, and CDRLs
  • Strong understanding of acquisition planning, requirements development, contract execution, contractor performance oversight, and deliverable management
  • Strong analytical, written, and verbal communication skills
  • Ability to advise senior government leaders and develop high-quality acquisition and technical products
  • Ability to work in a fast-paced, classified mission environment with multiple priorities and time-sensitive requirements

Preferred Qualifications

  • Bachelor’s degree or higher in Aerospace Engineering, Astronautical Engineering, Electrical Engineering, Physics, or a related STEM discipline
  • DAWIA, FAC-COR, PMP, Contract Management, or equivalent acquisition, program management, or contracts certification
  • Experience supporting space, airborne, ISR, national technical means missions, or classified mission programs
  • Experience supporting source selections, technical evaluations, independent government cost estimates, acquisition strategies, or contract modifications
  • Experience coordinating across government, contracting, technical, SETA, FFRDC, UARC, and industry stakeholder teams
  • Familiarity with FARS, DFARS, IC acquisition processes, DoW acquisition policy, or other federal acquisition guidance

Pay Transparency

The salary range for this role is $150,000 to 200,000 USD. The salary range provided is a good faith estimate representative of all experience levels. QinetiQ US considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
