Description

This role primarily provides support to the dynamic, successful Petroineos Products Team, by ensuring the business remains compliant with fuels regulations, licenses and mandates across the road, aviation and marine sectors. The role will ensure appropriate regulatory frameworks, internal compliance processes and governance are established, and will oversee compliance with all legislation as the business expands into new fuel markets and jurisdictions. They will also serve as a radar function within Analytics to review and highlight regulatory developments and risks impacting the wider PITL and PCIL business.


Key Responsibilities

Ensure Regulatory Compliance and Governance

  • Monitor, interpret and communicate developments in UK and EU renewable fuels legislation across the entire supply chain, liaising with Tax, Legal and Customs teams.
  • Develop, implement and maintain compliance policies, procedures and internal controls, coordinated with Head of Compliance.
  • Coordinate the implementation of new regulatory requirements across the business.
  • Ensure robust governance, certification and compliance frameworks are maintained.
  • Identify regulatory risks and recommend appropriate mitigation strategies.

Provide Strategic Regulatory Leadership

  • Act as the business's subject matter expert on renewable fuels regulation.
  • Assess the impact of evolving legislation and develop implementation plans.
  • Provide regulatory advice and guidance to Commercial, Trading, Operations, Sustainability teams and Senior Management.
  • Support strategic decision-making through technical regulatory expertise.
  • Engage and develop relationships with regulators, certification bodies, industry associations and external advisers to ensure current and future alignment with industry best practice.

Enable Business Growth and Market Expansion

  • Lead regulatory assessments for entry into new countries and renewable fuel markets.
  • Identify compliance requirements, obligations and implementation timelines for new jurisdictions.
  • Ensure the business has the regulatory capability and governance required to support expansion.



Skills, Knowledge & Expertise


  • Degree qualified or equivalent
  • Compliance or Legal background preferred
  • Demonstrable experience with energy regulation, legislation and compliance.
  • Pragmatic working in a methodical and structured way.
  • Proficient excel skills. Ideally AI literate.
  • Clear and concise communicator, with fluent command of the English language.
  • Knowledge of energy compliance best practice across multiple EU and UK jurisdictions would be advantageous.
  • Able to work well under pressure, maintaining accuracy and attention to detail.
  • Able to work with a wide variety of people of all levels from different departments, both internally and externally.

In addition to third-party trading, Petroineos Trading's key functions include the supply of Crude Oil to Petroineos and PetroChina's refinery and the arrangement of the sale and distribution of the various products that are produced from our refinery in Lavéra. Products traded by Petroineos include both Crude Oil and Refined Oil Products.

Petroineos' Lavéra refinery is fully integrated with co-sited petrochemical assets of the Company. Close proximity to feedstocks and customers are key elements of its strength.

In April 2025, refinery operations ceased at the Grangemouth refinery and the business transitioned to a modern import and fuels distribution terminal which continues to reliably serve the Scottish market. The terminal has excellent logistical infrastructure to load and transport fuel via road, jetty, rail and pipeline, with a range of imported transport, heating and aviation fuels available. We market these fuels from the terminal location for distribution throughout the UK and further afield.

The Lavéra refinery processes 210,000 barrels of crude oil per day. It is strategically located on the coast of the Mediterranean crude oil trading basin, next to the port of Marseille. The refinery supplies fuel by pipelines into France, Switzerland and Southern Germany.
