Overview

Under the direction of the Manager, the Senior Inspector is responsible to gather information to assess compliance against enforceable provisions.  To fulfil this role, inspectors are required to know and use procedures for effective inspection and evidence collection.  Inspectors must conduct all inspection activities within the legal framework established by the Act and adhere to the procedures in the Inspection Procedural Manual.  The Senior Inspector engages the subject matter experts at the OEB on the different enforceable provisions and the related regulatory policy, guidance, and bulletins, as well as OEB processes to ensure they have all relevant information. Legal is consulted on all inspections and are notified at the commencement of an inspection.  If the inspection moves to enforcement than legal becomes actively involved to assist in obtaining a resolution.

Responsibilities

 

  • Address the most complex non-compliance matters by regulated companies with the legal and regulatory rules through timely and fair processes in accordance with the OEB’s responsibility for consumer protection and market oversight, to provide confidence to industry and consumers
  • Undertake reviews of activities of regulated entities to ensure compliance with legal and regulatory requirements.
  • Troubleshoot matters that have been identified as an issue and resolve or escalate in a timely manner as required.
  • Lead complex inspections of regulated entities and perform follow-up when required.
  • Conduct inspections in accordance with the OEB’s Inspection Procedures manual
  • Engage in discussions and information gathering with regulated entities
  • Participate in the development of the Three-Year Inspection plan informed by a risk assessment of the various inspections
  • Understand an apply risk based tools to assess compliance matters. The model is developed and is not maintained by the Inspector it is used by them
  • Prepare summary reports of the Inspection activity results undertaken by the department
  • As a trusted inspector develop and maitain positive relationships

Qualifications

  • Undergraduate degree in Finance, Accounting, Business Administration, or related discipline. Commerce, Public Policy, or related discipline
  • 5 years’ experience in inspection, compliance, audit, risk-based methodologies, independent assurance, or consulting and advisory services
  • 8 years’ progressive experience conducting audits in a regulatory setting
  • Proven track record to meet tight deadlines, work under pressure and balance multiple priorities at once
  • Professional designation in an applicable field is an asset (e.g., CPA, P.Eng. etc.)
  • Excellent verbal and written communication skills that cater to all levels in the organization
  • Strong interpersonal, organizational, prioritization, problem solving and time management skills
  • Highly proficient in Microsoft Office (Word, Excel, PowerPoint)
  • Project Management Professional (PMP) is an asset
