About this role

This position primarily accountable for HSE Operational Support, and data management for Middle East and Africa including Angola Operational areas (Offshore, Onshore, or any additional country within AME) while additional duties maybe assigned by the HSSE Manager but not limited to the development, deployment and maintenance of a comprehensive HSSE management system designed to minimize injuries, reduce exposure to workplace hazards, comply with Company, Customer, regulatory, industry standards such as ISO & API requirements. The major duties are centered on building a positive safety culture using the HSSE Management System framework.

Functions

Deployment and maintenance of a comprehensive HSSE management system (Leadership)

  • Partner with Core Process Champions to implement the HSSE Core Processes and associated HSSE Management System requirements.

  • Collaborate with each Business Group Management and Line Managers to deliver on HSSE expectations.

  • Steward the implementation and maintenance of the Local Management Teams and LSR Self verification process.

  • Set annual HSSE performance goals in line with regional strategic objectives, track these monthly, shares best practices and areas for continuous improvement.

  • In line with corporate goal, carries out site HSE visits and performs audits / inspections in order to determine compliance and identify opportunity for improvements.

  • Accomplish and lead the implementation of the Corporate, Regional, and local HSSE Management System requirements.

  • Develop and maintain local legal register, interface with local regulatory agencies as needed.

  • Review HSSE requirements of Customer and ensure HSE Documentation is in compliance

  • Review and response to HSE Tender requirements / responses from HSE Commercial team, ensure high quality responses are submitted during Tender process.

  • Assist and development of Project Specific HSE documentation

  • Environmental requirements in relation to both internal-external are fulfilled.

  • Work towards identification of risks, application of adequate controls so far as reasonably practicable.

Participate, or assist with the roll out the following,

  • Local Management and site HSE meetings.

  • Tool box talks to address, and reinforce HSE related issues.

  • Perform HSE related Assessments, and work site audits - Inspections.

  • Track, Monitor, and provide all updates regarding HSE corrective actions, inclusive of actions plans.

  • Support Line management in regards to HSE Training, Incident reporting, investigational and corrective action processes.

  • Track and record HSE Performances, ensure operations have access to weekly / monthly & quarterly statistics reports

  • Make provision for, and submit monthly HSE Reports/Presentations.

  • Track and Maintain Legal Compliances within Business unit. (Maintain dedicated Compliance register and supporting documents suit within Company records.).

Operational support of AME should comprise of,

  • HSE Monthly, Quarterly and Annual coordination of reports.

  • Assist with HSE Targets and Goals.

  • Assist with Emergency response related training, exercises, and drills.

  • Assist with any emergency response related executions. (Medivac of Personnel, Civil unrest, etc).

  • Assist with Updating, and maintenance of HSE Action Tracking register.

    In addition to Primary roles and responsibilities as stated above, this position may require time to time carrying out special projects assigned by the HSE Managers:

  • Essential:

  • Shop floor engagement with supervisors and technicians, attending Toolbox Talks

  • Assist with the developing and review of energy isolation procedures

  • Maintain the injury and incident, observation records, reports, investigations, and statistical data, i.e., entering data into Intelex, submitting monthly reports, trending, and reporting statistical data

  • Inspect and audit facilities, machinery, and safety equipment to identify and correct potential hazards, and to ensure safety regulation and management system compliance.

  • Advise and support HSE Managers on any other HSE-related queries

  • Collaborate with each Business Group Management and Line Managers to deliver on HSSE expectations.

  • RISK MANAGEMENT & FATALITY PREVENTION

  • Facilitating Risk Assessments, Hazard Identification and JSEA’s and ensuring regular review of project specific documentation in order to verify compliance.

  • INCIDENT MANAGEMENT

  • Review incidents and provide insight on key trends and implement engineering Improvements where possible.

  • Ensure incidents are timely reported, investigated and track corrective action to drive improvement and closed on timely manner.

  • EMPLOYEE ENGAGEMENT

  • Actively promote and participate in employee safety meetings, pre-shift meetings and toolbox talks.

  • Utilize the Safety Campaign platform to ensure necessary communications being received.

  • Establish and enhance communication programs that supports the Oceaneering HSSE philosophies.

  • TRAINING & COMPETENCY

  • Fully utilize the Learning Management System (SumTotal) for new hire and refresher training and ensure training records are up to date.

  • ENVIRONMENTAL MANAGEMENT

  • Provide technical support to Line Management; assist in to developing and implementing the environmental aspect and impact registers; and monitor the implementation of the control measures.

  • Assisting HSE Team / Operations in the company’s GHG reduction initiatives at sites / locations and ensure make all possible efforts to comply with GHG compliances so far as reasonably practicable.

  • NON-ESSENTIAL

  • Participate in local LMT, Operations and HSSE Team Meetings including Global HSSE Calls.
