The North Carolina League of Municipalities (NCLM) is seeking a Disaster Recovery Field Representative. This position is funded through a grant as part of a technical assistance team and is expected to continue for the duration of the grant funding. 

Under the supervision of the Lead Field Representative Supervisor, this role is responsible for providing technical assistance and support to League member municipalities located in the western territories affected by Hurricane Helene in a Disaster Recovery support role. The position will work directly with impacted municipalities to assess their current needs and provide technical assistance related to disaster recovery measures.

Immediate assistance will include helping municipalities complete appropriate paperwork to receive federal and state disaster recovery funding, submit required information in a timely manner, respond to inquiries regarding disaster recovery processes, connect members with appropriate agencies, and provide additional information as needed. The position will interact directly with members to help ensure maximum compliance with state and federal disaster recovery regulations.

The position will make referrals to contracted individuals or firms with expertise in disaster recovery and FEMA processes engaged by NCLM. The Field Representative will assist municipalities in addressing their overall recovery needs and provide guidance on services necessary to support successful recovery efforts. These services may include financial assistance such as bookkeeping, catch-up accounting, audit preparation, IT and cybersecurity consultation, grant management, legal assistance, and other specialized support. Staff will also assess community needs related to long-term recovery planning and provide guidance on services and resources, including funding opportunity identification.

This position is accomplished by developing relationships with local officials, providing training and guidance to municipal staff on FEMA processes, and communicating with local elected officials regarding their roles, responsibilities, and applicable deadlines.

The target territory for this position includes municipalities in the western North Carolina counties affected by Hurricane Helene.
