Transformation and Change Management Lead
About this role
- Lead transformation and change initiatives using more than 8 years of experience managing complex DoD or Federal organizational change efforts, supporting the development, delivery, and sustainment of portfolio training, transformation curricula, and workforce adoption strategies.
- Develop, execute, and continuously refine a comprehensive strategic communication plan tailored to internal cross-organizational stakeholders and external partners including Department of the Air Force (DAF), OSW, Congress, and Industry.
- Represent the F&AA directorate in acquisition transformation activities across DAF and OSW-level working groups, tiger teams, governance boards, and cross-functional forums, leveraging foundational defense acquisition knowledge to inform and influence transformation outcomes.
- Drive structured, grass-roots feedback loops, lessons learned capture, and process improvement initiatives into the directorate’s transformation engine, ensuring continuous improvement and alignment with portfolio management objectives.
- Apply formal change-management methodologies (e.g., Prosci, Kotter, ADKAR) and organizational development principles to advise senior members on the Portfolio Acquisition Executive leadership team on organizational design, culture evolution, barrier removal, and leadership approaches to accelerate transformation adoption and sustainment.
- Support strategic planning, readiness assessments, stakeholder engagement strategies, communication artifacts, and implementation roadmaps to ensure smooth operationalization of agile portfolio processes.
- Collaborate across multidisciplinary teams to align transformation goals with mission priorities, workforce capabilities, and broader DoD modernization objectives.
- Active Secret clearance; must be able to obtain and maintain a Top-Secret clearance.
- Experience working within Special Access Program (SAP) environments.
- 8+ years leading organizational change and transformation initiatives in DoD or Federal agencies.
- Demonstrated experience developing enterprise-level communication plans and stakeholder engagement strategies.
- Strong understanding of defense acquisition processes, governance structures, and transformation activities.
- Proficiency applying formal change-management frameworks and organizational development principles.
- Excellent communication, facilitation, and leadership skills, with the ability to influence at senior levels.
- Ability to synthesize complex information and translate it into actionable guidance, communications, and transformation tools.
- Prosci or comparable change-management certification.
- Experience supporting acquisition or portfolio management organizations within the Air Force or broader DoD.
- Familiarity with portfolio-based acquisition transformation initiatives, agile processes, or digital modernization efforts.
- Experience building curricula or training programs for large-scale organizations.
- Bachelor’s degree in Business, Communications, Organizational Development, Human Resources, Public Administration, Psychology, or a related field; advanced degree preferred.
