Job Description

HII Mission Technologies is seeking an experienced Facility Manager with Facility Security Officer (FSO) experience to oversee the daily operation, maintenance, readiness, and security of a 5,000–10,000 square-foot commercial facility supporting customer mission activities.

 

The facility supports a dynamic operational environment that includes identity and signature risk management, operational planning, and related technical support capabilities. The Facility Manager plays an important role in maintaining the infrastructure, security, readiness, and professional operating environment necessary to enable these activities and support customer requirements.

 

The ideal candidate will have demonstrated experience in facility operations, property and asset management, building maintenance, vendor coordination, space management, safety and regulatory compliance, and facility security. This position requires an individual who demonstrates initiative, accountability, sound judgment, organization, consistency, and follow-through, with the ability to independently manage multiple priorities in a mission-focused environment.

 

The position will also perform designated Facility Security Officer responsibilities, including personnel security, physical security, document control, visitor control, and implementation of applicable government and corporate security requirements.

Essential Job Responsibilities

Facilities Management and Operations

  • Oversee daily operation, maintenance, readiness, and professional appearance of the facility. Manage opening/closing procedures and ensure the facility remains safe, secure, functional, and mission-ready.
  • Coordinate preventive and corrective maintenance for HVAC, electrical, plumbing, lighting, fire/life-safety, security, and building systems. Develop maintenance schedules and ensure inspections, servicing, repairs, and corrective actions are completed.
  • Serve as primary facility point of contact with property management, landlords, building engineers, utilities, contractors, vendors, and service providers. Manage facility service providers for janitorial, HVAC, electrical, plumbing, pest control, waste management, and security systems. Monitor vendor performance and ensure compliance with requirements.
  • Conduct routine facility inspections to identify maintenance, safety, security, housekeeping, infrastructure, and operational deficiencies. Track issues and coordinate corrective actions through resolution.
  • Manage space utilization, workspace assignments, office configurations, storage areas, and common spaces. Coordinate employee moves, workspace modifications, furniture installation, and equipment placement.
  • Plan and coordinate facility repairs, renovations, infrastructure improvements, and projects. Support development of scopes of work, cost estimates, schedules, and requirements.
  • Maintain inventory and accountability of facility furniture, equipment, IT devices, keys, access devices, and assigned property. Maintain accurate facility records including maintenance documentation, inspection records, service agreements, warranties, equipment information, and floor plans.
  • Support facility budgets, expenditure tracking, forecasting, invoice validation, and cost-saving opportunities. Monitor utilities and identify efficiency, reliability, and sustainability improvements.
  • Ensure compliance with OSHA, NFPA, ADA, environmental, fire/life-safety, corporate, and government requirements. Coordinate required inspections and address deficiencies.
  • Support emergency preparedness, evacuation, continuity, and recovery planning. Coordinate response to facility outages, equipment failures, and infrastructure issues affecting personnel or operations.
  • Develop and maintain facility SOPs, checklists, emergency procedures, and operational documentation. Proactively identify potential risks, deficiencies, and emerging needs.
  • Provide leadership timely updates on facility issues, projects, risks, costs, and operational impacts. Recommend improvements to processes, infrastructure, reliability, efficiency, safety, and readiness.

 

Facilities Security Officer (FSO) Responsibilities

  • Manage the facility's industrial security program including personnel security, physical security, visitor control, classified information protection, and document accountability.
  • Implement and maintain compliance with NISPOM and applicable DoD, contractual, corporate, and government security requirements.
  • Manage personnel clearance processing, security onboarding, visitor requirements, and associated records. Safeguard classified information and support establishment and operation of cleared facility spaces.
  • Develop and maintain security policies, SOPs, self-assessments, and Insider Threat Program requirements. Investigate, document, and report security incidents and coordinate corrective actions.
  • Coordinate government security reviews, audits, and inspections. Maintain liaison with corporate security, government representatives, program leadership, and customers.
  • Provide security guidance, briefings, training, and awareness to employees and management.

Minimum Qualifications

6 years relevant experience with Bachelors in related field; 4 years relevant experience with Masters in related field; or High School Diploma or equivalent and 10 years relevant experience.

  • Working knowledge of commercial building systems, preventive maintenance, vendor management, and facility operations.
  • Experience coordinating maintenance, repairs, facility projects, and external service providers.
  • Working knowledge of workplace safety, fire/life-safety, and applicable facility compliance requirements.
  • Experience performing Facility Security Officer or comparable industrial security responsibilities within a cleared government contracting environment.
  • Working knowledge of NISPOM and applicable DoD industrial security requirements.
  • Strong organizational, communication, problem-solving, and documentation skills.
  • Demonstrated ability to develop and maintain effective tracking, reporting, and documentation processes.
  • Demonstrated ability to work independently, manage competing priorities, and follow requirements through completion.
  • Ability to effectively communicate and coordinate with employees, senior leadership, customers, government representatives, vendors, and contractors.
  • Must possess a current Top-Secret clearance with an in-scope background investigation as well as have an ability to meet Top Secret/SCI eligibility requirements if required.

Preferred Requirements

  • Familiarity and exposure to Intelligence/OPSEC related fields and operations (HUMINT/CI, SIGINT, Special Operations, etc.).
  • Certified Facility Manager (CFM) or Facility Management Professional (FMP) credential.
  • Experience managing DoD or Federal Government facilities under GSA leasing and occupancy regulations.
  • Familiarity with energy management systems and sustainability reporting (ENERGY STAR, EISA).
  • Background in logistics planning, emergency response, and continuity of operations (COOP/BCP).

Physical Requirements

  • Must be able to lift, carry, and transport heavy equipment weighing up to but not exceeding 50 lbs. 
  • Job performance requires adequate visual acuity and manual dexterity for meeting the requirements of the discipline. Office work environment.
