Position Summary

The Site Supervisor is responsible for the technical oversight and quality supervision of small-scale disaster risk reduction infrastructures identified and prioritized by Village Disaster Risk Management (DRM) Committees through the CLDRM planning process. This includes structures such as protection walls, irrigation and drainage infrastructure, community level infrastructures (e.g. culvert bridges and access paths), and other prevention or mitigation works selected by communities as part of their CLDRM plans.
The Site Supervisor ensures that all construction activities are carried out in line with approved technical designs, BoQs, engineering standards, project specifications, and timelines, while working closely with
DRM Committees, community members, and the project team to ensure works are technically sound, safely executed, and aligned with the risk priorities identified during community planning.

Key Responsibilities:
Technical Supervision & Quality Control:

• Oversee and supervise the construction of disaster risk reduction infrastructure prioritized by DRM Committees, including protection walls, irrigation and drainage works, community access structures (bridges, footpaths), and other prevention or mitigation structures identified in CLDRM plans.
• Conduct regular site inspections and quality control checks to ensure works meet approved technical drawings, engineering standards, and material specifications.
• Verify that construction methods, materials, and workmanship comply with project technical guidelines and relevant national or sectoral construction standards.
• Identify and document any deviations from approved designs and recommend or implement corrective actions in coordination with the engineering team.

Project Coordination & Reporting

• Ensure adherence to project specifications, work plans, and construction timelines for each prioritized intervention.
• Coordinate with project engineers, the DRR Officer, and program staff to align site activities with the broader CLDRM implementation plan.
• Maintain accurate site records, including daily/weekly progress reports, inspection checklists, material usage logs, and photographic documentation of construction milestones.
• Report technical progress, risks, delays, and quality issues to the project team in a timely manner.
Community & Stakeholder Engagement
• Work closely with DRM Committees to ensure construction activities reflect the risk priorities and decisions made during the community planning process.
• Provide clear technical guidance and on-the-job support to construction teams, including local labor and Cash for Work participants where applicable.
• Collaborate with community leaders and local authorities to facilitate smooth site access, resolve land or community-related issues, and support community ownership of completed structures.
• Support DRM Committees in understanding the technical aspects of the structures being built, so committees can contribute to future monitoring and maintenance.

Education:

• Bachelor’s degree in civil engineering, Water Engineering, Hydraulics Engineering, or relevant engineering fields.
Years of Experience:
• Minimum of 3 years of relevant professional experience in construction supervision, preferably involving small-scale infrastructure such as protection walls, irrigation systems, rain water harvesting structures, drainage works, or community level infrastructures.
• Experience working with NGOs, INGOs, or donor-funded projects is preferred.
• Willingness to travel frequently to project sites, including remote or hard-to-reach locations.
• Fluency in the local working language(s) of the project area; working knowledge of English is an advantage.

Management & Collaboration

Besides the supervision and technical monitoring on CLDRM prioritized actions, site supervisor will be supporting DRR team in delivery of all administrative jobs such as ensuring efficient and updated filing, scan of technical reports and DRR relevant documents.
