Purpose / Project Description:  

Mercy Corps is preparing to implement the second cycle of the Resilience Food Security (RFS) project in Anaba and Abshar districts of Panjshir province, in partnership with the World Food Program (WFP). The project aims to strengthen food security and community resilience for 1,622 households through an integrated package of interventions across agricultural support, livelihoods development, and community infrastructure rehabilitation. Building on activities initiated by WFP’s previous implementing partner, Mercy Corps will complete the remaining work over a six‑month period (March–August 2026). Key interventions include the rehabilitation of irrigation canals, watershed management, construction of gabion and protection walls, and improvement of rural access roads under the ECL (Ecosystems, Community Infrastructure & Livelihoods) component. In parallel, the project will enhance household income opportunities through livelihoods and vocational training (SLO & SSVC) such as poultry production, goat rearing, tailoring, and dairy processing—with a strong focus on women’s market engagement. Smallholder farmers will also receive agricultural inputs, including certified wheat seed and fertilizer, through the SAMS component to boost productivity and climate resilience.

 

Education:

  • Bachelor’s degree or diploma in Civil Engineering, Irrigation Engineering, Architecture, or a related technical field.

Years of Experience:

  • Minimum 1 year of experience supervising labor teams or working on small‑scale rural construction or agricultural infrastructure projects.

Responsibilities:

  • Support the Site Engineer in the day‑to‑day supervision of construction activities, including irrigation canal rehabilitation, gabion/protection wall installation, watershed management works, slope stabilization, and rural access road improvements.
  • Supervise skilled and unskilled laborers on-site to ensure work is carried out according to instructions, technical specifications, and safety standards.
  • Ensure proper use of construction materials, tools, and equipment; report any misuse, shortages, or damage to the Site Engineer immediately.
  • Conduct daily site inspections to monitor work progress, quality, and adherence to engineering drawings and BoQs.
  • Record daily labor attendance, material deliveries, and quantities used; submit all documentation to the Site Engineer.
  • Provide clear instructions to workers, ensuring they understand their tasks and work methods before implementation.
  • Assist in setting out works, marking alignments, measuring excavation depths, and checking levels under the guidance of the Site Engineer.
  • Identify technical issues or site constraints early and report them promptly to the Site Engineer for guidance and corrective action.
  • Help maintain safe working conditions on-site by enforcing proper use of PPE and ensuring compliance with safety protocols.
  • Maintain respectful and transparent communication with community members and workers, supporting community participation in project activities.
  • Support the Site Engineer in documenting progress with photos, daily logs, and field notes.
  • Ensure that completed work is protected from damage and that the site remains clean, organized, and safe.
  • Assist during site visits from WFP, TPM, Mercy Corps staff, and local authorities by providing accurate on-site information.
  • Report any conflicts, disagreements, or community concerns to the Site Engineer immediately.
  • Follow all Mercy Corps policies, safety rules, and supervisor instructions.
  • Conduct oneself professionally and respectfully, representing Mercy Corps positively at all times.
  • Other duties assigned by the Site Engineer or Project Engineer.

Work Schedule:

  • Site Supervisors may work up to 22 days per month, including weekends, depending on field requirements. Working hours are from 08:00 to 16:30

payment term:

  • The daily wage is set at AFN 1,300 per working day. Please note that per diem costs are the responsibility of the Site Supervisor.

Reporting Line:

  • Site Supervisors will report directly to the Site Engineers and are accountable to the Program team for all field-related activities and documentation.
