Essential Job Responsibilities

Technical Leadership and Quality Implementation of TB Program – 30%

  • Provide technical leadership and oversee the planning, implementation, monitoring, and evaluation of the TB control and other related programs in Punjab, ensuring alignment with organizational goals and objectives.
    • Review programmatic progress, financial pipelines, and performance indicators to ensure quality delivery.
    • Technical support to the Team and partners
  • Support development of new initiatives, concept notes, and strategic partnerships aligned with Mercy Corps country strategy.
  • Ensure compliance with Mercy Corps policies, donor guidelines, and requirements.
  • Lead and facilitate coordination with project managers and technical leads to ensure effective program delivery, quality assurance, and adherence to guidelines.
  • Conduct regular meetings with regional coordinators and project staff to review performance, identify issues, and provide guidance and support.
  • Review and analyze field visit reports, Community Feedback Reports, monitor checklists, and financial pipelines, ensuring timely and quality reporting and adherence to policies and procedures.
  • Identify challenges, develop mitigation plans, and implement recommendations in consultation with TB Program team and senior management.
  • Ensure timely and quality reporting of program activities, achievements, learnings and challenges to internal stakeholders, donors, and other relevant parties.
  • Maintain comprehensive documentation of program activities, including lessons learned, best practices, and success stories.
  • Assess staff knowledge and skills, provide recommendations, and support capacity building initiatives.
  • Support the Director TB-Program, MEL Manager, Compliance department, and Country team during field visits and provide project progress updates.
  • Provide support and oversight to Operations, Finance, HR, and Security departments in coordination with relevant counterparts in MC-Punjab Office.

Government & other Stakeholder Coordination and Engagement– 30%

  • Ensure and maintain cordial and professional relations with Provincial Health Department Punjab, Provincial TB Control Program (PTP), district authorities, development partners, UN agencies, and implementing partners.
  • Ensure Mercy Corps’ effective participation and representation in provincial and district-level coordination forums, technical working groups, review meetings, and donor engagements.
  • Ensure government approvals, policy dialogue, and stakeholder alignment for smooth implementation of program activities.
  • Strengthen partnerships and advocate for program sustainability, scale-up, and institutionalization of interventions.
  • Establish and maintain effective partnerships with government agencies, non-governmental organizations (NGOs), community leaders, and other stakeholders.
  • Facilitate coordination and collaboration among key stakeholders to enhance program impact and sustainability.
  • Ensure strong coordination with relevant provincial departments in addition to health department Punjab, provincial TB Control Program, hold regular meetings, and represent the work of Mercy Corps at the provincial level.
  • Ensure timely submission of reports to Mercy Corps and the concerned government departments as per agreed work plan.
  • Participate in project related internal and external meetings and discussions.

Resource Management: 10%

  • Oversee overall management of the Mercy Corps Punjab TB program (all programmatic, financial, human resources, and logistical aspects).
  • Ensure efficient utilization of the resources in accordance with organizational policies and donor guidelines.
  • Collaborate with finance and operations teams to develop budgets, track expenditures, and report financial progress.

Team Leadership, Management and Capacity Building – 20%

  • Supervise and mentor staff, support professional development, and strengthen team capacity.
  • Conduct performance reviews, coaching sessions, and succession planning.
  • Promote a culture of learning, accountability, safeguarding, collaboration, innovation and continuous improvement.
  • Facilitate capacity building initiatives to ensure team understanding of project activities and successful delivery of project deliverables.
  • Review probationary/annual goals, assess team performance, and identify training needs for improvement.
  • Ensure evaluations and disciplinary measures are conducted in accordance with Mercy Corps policy.
  • Support staff development and capacity-building initiatives to enhance skills and competencies.
  • Maintain professionalism to uphold Mercy Corps' humanitarian mission and conduct training related to project activities for staff.

Security and Risk Management: 10%

  • Ensure compliance with security procedures and policies to ensure the safety and security of staff and program assets.
  • Proactively identify and mitigate programmatic and operational risks to minimize impact on program delivery.

SAFEGUARDING RESPONSIBILITIES

  • Actively learnings about safeguarding and integrates it into their work, including safeguarding risks and mitigations related to their area of work.
  • Practices the values of Mercy Corps including respecting the dignity and well-being of participants and fellow team members.
  • Encourages openness and communication in their team; encourages team members to submit reports if they have any concerns using reporting mechanisms e.g., Integrity Hotline and other options.

Supervisory Responsibility

  • Supervision of all project activities, and the project staff (Regional Coordinators (04), Sr. Operations Officer, Senior Finance Officer, DHIS 2 Coordinator, Security & Liaison Officer, Program Officer and HR Assistant.
  • Probationary review and appraisals of staff directly reporting to this position.

Accountability

  • Reports Directly To: Senior Technical Advisor
  • Works Directly With: The teams and in close coordination with the Director TB Program, Senior Program Managers, Senior Manager ICE Project, Technical Advisor-ECF, ACF Coordinator, PPM Coordinator, CHTB, TB-HIV and TPT Coordinator, Coordinator Specimen Transportation, MEL Manager, Procurement, HR and Finance teams

Knowledge and Experience

  • Master’s degree in public health, Medicine (MBBS), or another relevant field.
  • Minimum of 8–10 years of program management experience within the health or public health, sectors, including at least 5 years in a senior management role overseeing large and complex programs.
  • Demonstrated leadership and management capabilities, including experience in leading multidisciplinary teams, managing complex projects, and ensuring high standards of program quality and accountability.
  • Excellent coordination, stakeholder engagement, communication, negotiation, interpersonal, and representation skills, with proven ability to establish and maintain effective relationships with government counterparts, donors, implementing partners, and other key stakeholders.
  • Proven experience in the implementation and management of development – especially health sector programs, with familiarity with donor compliance requirements, regulations, and reporting standards. Experience managing programs funded by major international donors, particularly the Global Fund, will be considered a strong asset.
  • Strong understanding of public health programs and health systems, with knowledge of tuberculosis (TB) control interventions considered a distinct advantage.
  • Strong analytical and problem-solving abilities, with the capacity to effectively communicate technical information to both technical and non-technical audiences.
  • Excellent written and verbal communication skills in English, with proficiency in relevant local languages considered an asset.
