Mercy Corps’ resilience programs provide support to improve the food security and self-reliance of vulnerable, war-affected households and communities by protecting and restoring their food production and livelihoods.
Our programming applies a “push” approach by providing direct support to vulnerable populations—including farm and off-farm cash grants, skills training, and protection services—to help them cope and adapt within the ongoing crisis. These efforts are delivered in partnership with local actors and are designed to promote equity by enabling vulnerable households to transition from meeting immediate needs to economic self-reliance. Simultaneously, Mercy Corps wants to invest in complementary “pull” mechanisms to improve quality and responsiveness of the social and economic systems communities rely on. Through market systems analysis we identify systemic barriers that hinder micro, small, and medium-sized enterprises’ (MSME) resilience and growth. Ultimately, this analysis will form the foundation on which Mercy Corps, together with local stakeholders and partners, can design and pilot inclusive business models that catalyze local investment.
The Position
The Program Officer is part of the Track 1 implementation team and works under the direct supervision of Track 1 Lead, supporting the implementation of program activities. Key responsibilities include, but are not limited to, ensuring proper management of contractual documentation, supporting budget monitoring for financial assistance, and reviewing business plans and related documentation under the program. He/She at the same time should promote Mercy Corps values through various entry points in the project and preserve staff moral and enthusiasm for the project work.
Essential Responsibilities
Documentation
- Ensure accurate and timely preparation, review, and execution of contractual documentation related to the program.
- Maintain an organized record-keeping system for all contractual documents and correspondence.
Finance
- Support monitoring of budget allocations for financial assistance under the program.
- Review expenditure reports to ensure compliance with approved budgets.
- Initiate and track payment requests to program participants.
- Maintain accurate records of fund allocation and payments in internal systems.
Business plan review
- Assess business plans for feasibility, consistency, and alignment with program objectives
- Review supporting documentation, including financial data, market analysis, and feasibility inputs.
- Ensure accuracy and completeness of submitted documentation to support decision-making.
Program Support
- Coordinate with program teams to support implementation processes, including documentation, agreements, and reporting workflows.
- Contribute to monitoring and evaluation by compiling and validating program data.
- Prepare and submit monthly reports to the Food Security and Livelihoods Cluster.
- Participate in field visits and assessments as required.
Safeguarding responsibilities
- Actively learn about safeguarding and integrates it into their work, including safeguarding risks and mitigations related to their area of work.
- Practice the values of Mercy Corps including respecting the dignity and well-being of participants and fellow team members.
- Encourage openness and communication in their team; encourage team members to submit reports if they have any concerns using reporting mechanisms, e.g., Integrity Hotline and other options.
Reports Directly To: Track 1 Lead
Works Directly With: Track 1 Lead, Livelihoods teams working in other operational areas, Track 2 Business Support Coordinators and their respective teams, partner organisation representatives.
Accountability to Participants and Stakeholders
Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. We are committed to actively engaging communities as equal partners in the design, monitoring and evaluation of our field projects.
Minimum Qualification & Transferable Skills
- University degree in economics, public or business administration, or a related field.
- At least 5 years of professional experience, including a minimum of 2 years with an international humanitarian or development organization.
- Demonstrated experience in contract management, budget monitoring, and business plan review.
- Strong analytical skills, with the ability to work with complex financial, programmatic, and business documentation.
- High level of attention to detail and accuracy in handling data and documentation.
- Proficiency in Ukrainian and English.
- Strong working knowledge of Microsoft Office (particularly Excel).
- Effective communication, reporting, and coordination skills.
- Familiarity with Sphere standards and humanitarian principles is an asset.
Success Factors
Success in this role requires exceptional attention to detail, strong analytical thinking, and the ability to work confidently with large volumes of data and documentation. The Program Officer must be comfortable reviewing reports, processing complex information, and ensuring accuracy across financial, narrative, and programmatic data. The role demands the ability to manage multiple priorities, meet tight deadlines, and maintain high-quality outputs in a fast-paced and evolving program environment.
Strong communication and coordination skills are essential for effective collaboration with diverse stakeholders and teams, particularly in aligning data, reporting, and program requirements. The role also requires the ability to work independently, demonstrate sound judgment, and adapt to changing needs, including operating in remote and field-based contexts across Ukraine, subject to security conditions.
Living Conditions / Environmental Conditions
The position is based in Kyiv and it requires up to 40% travel to support country programs, which may include travel to insecure locations where freedom of movement is limited and areas where amenities are limited. Housing for this role is in individual housing and staff will have access to good medical services and the living situation is of a high standard.
