Description:
To respond to the priorities of the Government of Ontario
through the passage of the Bill 5, Protect Ontario by Unleashing Our Economy
Act 2025, the resource may be partially assigned to Bill 5 related projects or
initiatives on an as needed basis.
- A Senior GIS Systems Analyst and Developer is needed to
upgrade Geocortex based GIS applications to the new VertiGIS platform.
- The Land and Resources I&IT Cluster (LRC), in
partnership with the Ministries of Natural Resources, Energy and Mines;
Environment, Conservation, and Parks; Agriculture, Food, and Agribusiness; and
Indigenous Affairs and First Nations Economic Reconciliation is undertaking a
multi-year effort to upgrade up to 18 business-critical geospatial applications
hosted on the GIS Delivery Platform (GDP).
- This initiative is driven by the need to upgrade
Geocortex-based applications, which rely on deprecated middleware and
infrastructure, to the current Geocortex vendor release version, the fully
supported, next-generation VertiGIS platform. The project will deliver
like-for-like upgrades of up to 18 existing Geocortex applications, preserving
current functionality while upgrading the underlying technology and application
codebase. This work will ensure continued alignment with GO-ITS standards and
service delivery requirements, maintain vendor support, and mitigate risks
associated with unsupported systems, including security vulnerabilities, system
instability, performance degradation, and potential reputational impacts.
- The upgraded VertiGIS applications will provide improved
integration with modern GIS capabilities, including enterprise data,
geoprocessing services, and portal technologies. This enhanced compatibility
will enable future modernization opportunities and improved data management
efficiencies. In addition, the upgrades will address existing functionality and
performance issues, support Accessibility for Ontarians with Disabilities Act
(AODA) compliance, and deliver an overall improved user experience.
- All Geospatial Ontario IT Program projects are composed of
both IT Source Fee-For-Service and Full Time Employee resources.
- Projects will maintain independent, as well as, Program, and
Corporate level governance.
- Two onsite work locations are recommended; however, the
successful candidate may work out of a locally available Ontario Public Service
office:

The successful candidate is expected to work without break
in service for the duration of the contract. However 5 days off have been built
into the contract.
Responsibilities:
- Provide
senior technical expertise, project leadership, and coordination of
activities in the development, implementation, and maintenance of a
diverse range of cost-effective I&IT solutions.
- Provide
technical advice to clients and leverage OPS I&IT solutions and
applications to meet program/service goals and objectives, ensuring
efficiency.
General Skills:
- Provides
specialized technical expertise in the overall analysis of the design and
architecture of systems solutions.
- Ability
to evaluate recommendations and ensure all recommended solutions for
improvement are congruent with the project goals and objectives.
- Identifies
short and long-term project goals/objectives, and as a senior technical
expert, defines and identifies program and service delivery requirements
in support of the development and/or acquisition of client applications.
- Leads
the analysis, development, and documentation of design and architecture of
systems solutions.
- Leads
the development of testing, integration, and implementation of systems
solutions into the clients’ applications.
- Guides
the feasibility studies and cost-effective analyses of proposed client
I&IT initiatives, ensuring all studies and analyses are documented.
- Leads
the technical aspects of projects related to the development and/or
acquisition of a diverse range of client applications through all stages
of the Systems Development Life Cycle (SDLC). This includes planning,
scheduling, and estimating resources, providing technical expertise,
coordination, monitoring progress, and providing management with project
status updates.
- Demonstrated
experience gathering requirements, translating business documents into
technical specifications.
- Experience
leading development/support teams supporting multi-dimensional and
relational databases and their applications for effective planning,
budgeting, strategizing, and forecasting procedures.
- Demonstrated
experience designing and developing complex applications utilizing
relational and multi-dimensional databases.
- Ability
to provide implementation and post-implementation support as required.
- Oversees
the research and evaluation of the technical components in the acquisition
of software, hardware, technology, systems, and products.
- Recommends
and directs the measurement and improvement of tools, techniques,
standards, and performance criteria to control the quality of application
development initiatives.
- Provides
coaching and direction to junior analysts throughout the project, related
to the development and/or acquisition of a diverse range of client
applications through all stages of the Systems Development Life Cycle.
Desirable Skills:
- Experience
developing and deploying solutions to cloud platforms, ideally Azure.
- Knowledge
of service-oriented architecture (SOA), microservices, and web services
(REST, JSON, AJAX).
- Ability
to troubleshoot and support incident management and operations.
- Experience
developing web applications (JavaScript, Typescript, HTML5, CSS) and
scripting (Python).
- Knowledge
of Geographical Information Systems (GIS), spatial data, analysis, and
applications.
- Experience
using GIS software suites, ideally ArcGIS, VertiGIS/Geocortex, and/or FME.
- Knowledge
and understanding of Information Management principles, concepts,
policies, and practices.
- Experience
with development/maintenance of documentation including installation
guides and build books.
- Ability
to gather, review, and provide feedback to business requirements.
