Wing Tactician Manager

Location: Joint Base Langley‑Eustis, Hampton, VA

Clearance Required: Active Top Secret/SCI

Leidos, in partnership with the 363rd Intelligence, Surveillance, and Reconnaissance Wing (ISRW), is seeking a mid level ISR Tactician to support Air Combat Command’s ISR enterprise. This role is ideal for a mid-level ISR professional who thrives in high‑impact environments and is ready to shape tactics, training, and modernization efforts across a dynamic Wing.

This position directly supports the 363 ISRW/DOK mission by driving continuous improvement, advancing tactics development, and strengthening SOF ISR, targeting, and analysis capabilities to meet Joint All‑Domain Operations requirements.

Primary Responsibilities

  • Develop concepts, methodologies, and integration strategies for Wing‑level products and services, including advanced tactics analysis, targeting, and SOF ISR.

  • Coordinate Mission Improvement Program inputs, Tactics Improvement Proposals, and Tactics After‑Action Reports.

  • Provide tactician expertise to modernize and optimize Wing analysis, targeting, and ISR processes.

  • Conduct critical analysis of operational processes and recommend improvements aligned with subordinate unit needs.

  • Assist DOK Program Managers across multiple meeting environments, including in‑person, telecom, and VTC engagements.

  • Assess program effectiveness, identify corrective actions, and support long‑range planning, including budgetary projections.

Basic Qualifications

  • Bachelor’s degree with 6+ years of relevant experience, or a Master’s degree with 4+ years of experience. Additional ISR experience may be considered in lieu of a degree.

  • ISR experience with the U.S. Department of Defense or another U.S. Government agency.

  • Active Top Secret/SCI clearance with a current SSBI (TS with SCI eligibility accepted).

Preferred Qualifications

  • Extensive background in ISR targeting.

  • Prior experience at the unit, AOC, C‑NAF, or MAJCOM level in targeting, SIGINT, or intelligence analysis.

  • Experience delivering instruction or public speaking to medium‑to‑large groups (15–40 personnel).

  • Strong ability to guide discussions, facilitate training, and engage diverse audiences

Pay Range:

Pay Range $73,450.00 - $132,775.00
