Description
The Kentucky Heritage Council (KHC) is an agency of the Kentucky Tourism, Arts and Heritage Cabinet and serves as the State Historic Preservation Office (SHPO). The agency is responsible for carrying out the identification, protection and preservation of prehistoric resources and historic buildings, sites and other cultural and historic properties throughout the Commonwealth.

The Budget Support Specialist position provides fiscal administrative and technical support, ensuring compliance with budgetary, agency, state and federal guidelines and regulations. Provides support to Fiscal (Budget) Office Management by performing all levels of payables and receivables tasks while monitoring budget elements and reporting to management.

Responsibilities include but are not limited to the following:
  • Oversees and processes accounts receivables for the agency, works with administrative staff to ensure accurate separation of duties and Finance policies are followed. Processes receivable documents in eMARS for approval by the Fiscal (Budget) Office, ensuring appropriate records are created, monitored, and retained in conformance with state and federal requirements.
  • Processes accounts payable in eMARS and performs and/or assists management with several areas of procurement including but not limited to, small purchase, EXR1, SPR1, Purchase Order and Delivery Order, Punch-Out, PRC, MOA, PSC, RFP, RFB and RQS documents.
  • Provides administrative and technical assistance. Briefs the Fiscal (Budget) Office on spending and revenue changes. Provides forecasting data as needed including statistical summaries used for Federal reporting. Runs report, audits and monitors expenditures and revenues to assist correct usage of fund types are used.
  • Oversees agency travel, ensuring all budgetary, Cabinet level and State Finance policies, and procedures are met. Processes travel encumbrance, travel payment documents in eMARS to the Fiscal (Budget) Office and the Executive Director for approval. Assists with reservations, group lodging, and acts as Pro Card and Travel Card holder.
  • Maintains complex fiscal tracking databases of projects and receivables for both budgetary and programmatic areas. Monitors, keeps records up to date and performs inquiries and reports as needed while also ensuring segregation of duties.
  • Works on special projects as assigned.
Preferred Skills and Abilities:
  • Experience with payables, receivables and reporting using eMARS and EBI, preferably holding a KCPS certificate.
  • Experience with, and knowledge of rules and regulations with agency Pro Card and Travel Card.
  • Knowledge of the rules and regulations with KY state travel requirements and experience reviewing, processing through staff approvals and in eMARS, and tracking and monitoring expenditures.
  • Experience with NIC, agency online CC payments and KPAY CR deposits.

Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree.

EXPERIENCE, TRAINING, OR SKILLS: One year of professional experience in statistical analysis, accounting, auditing, planning, or a related field.

Substitute EXPERIENCE for EDUCATION: Professional experience in statistical analysis, accounting, auditing, planning, or a related field will substitute for the required education on a year-for-year basis.

Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
