District Overview
As Senior Project Controls Manager, you will lead the integrated project controls function for a large, complex commercial nuclear EPC project. You will be accountable for establishing and maintaining the project's cost, schedule, progress, change, risk, forecasting, and performance management systems from baseline development through engineering, procurement, construction, commissioning, and turnover.
This role is a key member of project leadership and leads a multidisciplinary team of cost engineers and analysts, schedulers and planners, progress and reporting specialists, and Advanced Work Packaging / WorkFace Planning resources. You will convert project data into actionable insight, drive forecast accuracy and early identification of trends, and partner with project management, commercial, engineering, procurement, construction, commissioning, client, and joint-venture stakeholders to protect project objectives.
This position will support all KNS office locations and job sites-project sites as required.

Location
This position is based out of a Kiewit Nuclear Solutions home office (ID, SC, TN, KS) it will require short- and/or long-term travel to active projects in the US. Travel will be required.
Qualifications
- Bachelor's degree in Engineering, Construction Management, Business, Finance, Accounting, or a related field; equivalent experience may be considered.
- 10+ years of project controls experience, including 5+ years leading project controls teams on large EPC, EPCM, or capital projects.
- Experience managing integrated cost, schedule, forecasting, change management, risk, progress measurement, and reporting functions.
- Strong understanding of EPC project delivery, including engineering, procurement, construction, commissioning, and turnover.
- Advanced proficiency with Primavera P6 and CPM scheduling methodologies.
- Demonstrated experience with cost management, forecasting, change control, and Earned Value Management (EVM/EVMS).
- Advanced proficiency in Microsoft Excel, Power BI, and project controls software systems.
- Proven leadership, stakeholder management, and executive communication skills.
- Experience supporting large industrial, energy, power generation, or infrastructure projects.
- U.S. Citizenship required to obtain facility-specific security clearance.
Preferred Qualifications
- Commercial nuclear, DOE, or other highly regulated industry project experience.
- Experience leading project controls on large self-perform construction projects.
- Knowledge of Advanced Work Packaging (AWP), WorkFace Planning, and quantity-based progress measurement.
- Experience with subcontractor integration, commercial change management, claims avoidance, and schedule impact analysis.
- Experience performing schedule and cost risk assessments.
- Professional certifications such as AACE CCP, PSP, EVP, PMI-PMP, or PMI-SP.
- Familiarity with BIM/VDC, Common Data Environments (CDE), and digital project delivery tools.
- Demonstrated success building high-performing teams and partnering with clients, joint ventures, and multidisciplinary project teams.

Responsibilities
- Lead all project controls activities for assigned EPC projects, including cost management, scheduling, forecasting, change management, risk analysis, reporting, governance, and team development.
- Establish and maintain the integrated project controls framework, including WBS/CBS/OBS structures, control accounts, progress measurement methodologies, coding standards, reporting requirements, and data governance processes.
- Own the development, maintenance, and change control of integrated cost and schedule baselines, ensuring alignment of scope, budgets, resources, milestones, and contractual requirements.
- Direct project financial performance, including budgets, commitments, actual costs, accruals, cash flow, contingency management, labor productivity, Estimate-to-Complete (ETC), and Estimate-at-Completion (EAC) forecasts.
- Lead the development and maintenance of integrated Primavera P6 schedules, including critical path analysis, resource planning, schedule quality reviews, recovery planning, and progress measurement.
- Integrate engineering, procurement, fabrication, construction, commissioning, turnover, and subcontractor activities into a comprehensive project execution plan.
- Lead change management, trend tracking, schedule impact assessments, and risk analysis to support accurate forecasting, proactive decision-making, and successful project delivery.Develop and present project controls reports, dashboards, forecasts, and executive briefings, clearly communicating project performance, key risks, corrective actions, and strategic recommendations to leadership and clients.
- Ensure project controls data is accurate, auditable, and integrated across financial, procurement, scheduling, document management, and reporting systems.
- Ensure compliance with contractual requirements, project procedures, nuclear quality standards, security requirements, and Earned Value Management System (EVMS) requirements, where applicable.
- Recruit, mentor, and develop project controls personnel while fostering a culture of accountability, continuous improvement, and operational excellence.
- Support project planning, proposals, procurement strategy, subcontract management, project execution, and closeout activities throughout the project lifecycle.
