Responsibilities

Our newest opportunity is for a talented Senior Contracts Engineer to join our award-winning team based in Alkhobar,Saudi Arabia.

 

This position is responsible for implementing cost controls and financial control procedures as outlined in the construction contracts. Other responsibilities will include; measure and assess the client’s variations to the construction works and contractor’s claims for changes, evaluate contractor’s monthly interim payment applications and identify areas of concern and assess their potential impact upon the project budget.

 

We envisage success in this role to include;

    • Preparing tender documents whenever additional works are required, including conditions of contract, scope of work, BoQ structure, and evaluation criteria, and managing the entire tendering cycle through to award recommendation.

    • Reviewing project contracts, conditions, specifications, drawings, and bills of quantities; identifying ambiguities, gaps, and conflicting provisions; maintaining the contract document hierarchy; and issuing contractual interpretations.

    • Reviewing the measurement and recording of quantities; verifying interim payment certificates against the approved payment schedule; validating supporting records, memoranda, photographs, and material test results; and ensuring the final account is submitted within one month of completion of the works.

    • Preparing and processing variation orders arising during project execution, including validity assessment, pricing, time impact evaluation, approval routing, and issuance.

    • Verifying that the Supervision Consultant has accurately measured additional works and correctly calculated their cost; independently checking rates and quantities before submission to the Client.

    • Supervising all payments to the Contractor against the agreed milestones, including endorsing performance guarantee bonds and verifying the validity of bonds and insurance throughout the contract period.

    • Assisting the Client's project team in resolving disputes with the Contractor by preparing the factual and contractual case, quantifying potential exposure, and supporting negotiations and amicable settlements.

    • Enforcing the requirement that no additional changes or design modifications are implemented without the Client's prior written approval, including changes that may appear beneficial to the project.

    • Ensuring that manufacturer warranties, material data sheets, and certificates are collected, valid, and assignable to the Client at project handover.

    Assurance Duties Over the Supervision Consultant

    • Monitoring the performance of the Supervision Consultant and the Contractor against their respective contractual obligations and escalating instances of non-performance on contractual grounds.

    • Reviewing the Contractor's technical staffing and providing a technical opinion on the team responsible for managing the works in support of the Supervision Consultant's oversight.

    • Verifying that as-built documentation—including drawings, specifications, and bills of quantities reflecting all approved changes—is prepared by the Contractor and submitted in three hard copies together with a complete electronic copy.

    • Verifying the Supervision Consultant's review of all Contractor technical submissions, including scope revisions, programme updates, new work items, detailed and shop drawings, as-built documents, quantity take-offs, material and plant submissions, HSE plans, technical and financial submissions, and delay recovery measures.

    • Ensuring that where the Contractor fails or delays in producing required submissions, the Supervision Consultant provides the necessary documentation to prevent delays to the works.

    Reporting Duties

    • Preparing the contractual and commercial sections of the monthly report, to be submitted in three hard copies no later than the 5th of each month, including an assessment of the Contractor's compliance with contract requirements, financial status, and the Consultant's professional opinion.

    • Contributing the contractual narrative to the general report submitted with the request for preliminary handover, including issues encountered during execution and the corrective actions implemented.

    • Participating with the Client's project team in preliminary and final handover activities and, where deficiencies do not prevent beneficial use, administering the taking-over process and issuing formal notices to the Contractor for rectification in accordance with the contract.

Qualifications

To be successful in this dynamic opportunity, we envision that your career journey to date will include 15 years' work experience (5 of which involve managing a mega scale mixed use development project with multiple stakeholders and significant number of contracts), partnered with a bachelor's degree in a relevant Engineering field. Certificates related to Contract Managment with particular emphasis on Cost and Claim related Certs. along with a proven professional progression will be looked for.
