Capability Life Cycle Manager
The CLCM is integrated into the System Program Office (SPO) and contracted to deliver through-life asset management of Products being supported (PBS). The CLCM performs asset, sustainment and engineering functions to optimise availability and Total Cost of Ownership (TCO) and minimise risk through life of the PBS. The CLCM works collaboratively via the SPO with Regional Maintenance Centre’s (RMC) to plan maintenance activities and installation of capability upgrades. The CLCM works collaboratively via the SPO with the Design Services Contract (DSC) to plan and execute engineering changes and services. The CLCM delivers functions against the contract scope across the Asset Class Enterprise to support Defence Maritime Capability.
The Opportunity:
Join KBR’s ACS CLCM Maritime Sustainment Program in Sydney as a Contracts Administrator, supporting the commercial management of key subcontract and supplier arrangements that underpin critical Defence sustainment activities.
Reporting to the Commercial Manager, you will provide commercial and contractual support across the program, ensuring subcontract compliance, managing commercial risks, and coordinating with internal and external stakeholders to deliver best-practice contract outcomes.
This role offers the opportunity to apply your experience in subcontract management, contract administration or procurement while gaining exposure to commercial governance, risk management, procurement and project controls within a complex Defence environment.
Responsibilities:
- Performs full range of procurement, commercial and administration activities associated with all subcontracting work in close coordination and cooperation with the head contract commercial requirements, and as directed by the Commercial Manager.
- Qualifies suppliers, issues requests for proposals, evaluates proposals, maintains subcontract files in accordance to established procedures.
- Uses experience and problem-solving skills to develop and improve processes. May provide guidance to less experienced team members
- Actively leads with minimal supervision planning, organising and developing all subcontract documentation required to support the day-to-day delivery of the ACS CLCM outcomes and obtains relevant internal approvals.
- Responsible in drafting and maintaining the Subcontractor Management Plan.
- Contributes and provides financial information relating to subcontractor spend and performance.
- Supports the Commercial Manager in the contractual, procurement and financial activities and relationships including, but not limited to assist with the planning for, undertaking due diligence, engagement and management of subcontractors. This includes ensuring subcontractors are utilising skilled, competent and authorised subcontractors.
- Coordinates with related areas including project, operations, finance and project controls.
- Contributes to negotiations of key subcontracts and purchase orders, including appropriate flow downs, other risk, and compensation provisions from the prime contract.
- Responsible to the Commercial Manager for provision of CLCM Commercial Services and commercial elements of CEI business cases within the CLCM Contract.
- Responsible to the Commercial Manager for the conduct of Risk Management across the ACS CLCM.
- Support Contract Performance Reviews and inputs to the contract reviews with the client and subcontractors, including preparing and reviewing the required reports.
- Ensures the Subcontracts and Subcontracts are aligned with export controls protocols and international trafficking in arms regulations (ITAR) compliance.
As the ideal candidate you will bring:
Essential:
- Possess a relevant recognised tertiary qualification in Business, Legal, Finance, Contract/Construction Administration, Quantity Surveying or similar, with demonstrated relevant professional experience.
- Have a minimum of five years’ experience in a similar role.
- Experience in Defence and Commonwealth finance/contracting policy and practices, templates, in particular ASDEFCON contracts.
- Experience in managing end-to-end procurement, RFQ preparation to subcontract execution.
- Experience in financial planning, pricing, planning, billing procedures and subcontract administration.
- Have an understanding of the compliance requirements with export controls and the US International Traffic in Arms Regulations (ITAR) is essential.
- Previous experience in preparing ASDEFCON’s S&Qs and CCPs
Desirable:
- Higher degree.
- Experience with SAP
- Change management experience.
All candidates will be required to hold and maintain an active Baseline Defence Security Clearance. Only candidates holding a Baseline Clearance or above should apply.
