System Architect II/Tech Writer
About this role
SUMMARY
Support the Decennial Budget Integration Tool (DBiT) Support Services contract with the U.S. Census Bureau through technical deliverables management and documentation. Ensures timely, high-quality submission of deliverables through proactive planning, stakeholder communication, peer review, and Agile Scrum practices while documenting DBiT implementations, interconnections, business processes, code modernization, CI/CD automation, and system architecture optimization.
ESSENTIAL DUTIES & RESPONSIBILITIES
· Support DBiT deliverables management within the technical execution strategy.
· Manage the Agile-integrated deliverable lifecycle to ensure timely and high-quality submission of contract deliverables.
· Plan, coordinate, and peer-review deliverables to ensure accuracy, quality, and alignment with USCB objectives.
· Document DBiT implementations, system interconnections, and business processes using analytical outputs from business intelligence and systems administration teams.
· Develop formal recommendations for code modernization and system architecture optimization.
· Document the automation of manual processes through CI/CD pipelines.
· Participate in an Agile Scrum execution team to support contract deliverables and reporting requirements.
· Prepare and support program documentation, including strategic plans and weekly status reports.
· Maintain regular and punctual attendance.
· Perform other duties as assigned.

MINIMUM QUALIFICATIONS
· Must be able to meet and maintain eligibility requirements for a Public Trust position in accordance with Department of Commerce and OPM requirements. U.S. work authorization is required.
· Bachelor's degree in Technical Writing, English, Information Systems, Computer Science, Management, Engineering, or a related field. Master's preferred
· Six (6) or more years of progressively responsible technical writing experience, including writing for software development programs.
· Demonstrated knowledge of Agile / Scrum practices in a Government CI/CD environment.
· Experience producing status reports, staffing plans, and risk communications.
· Must obtain and maintain any necessary security access and/or background checks.
DESIRED QUALIFICATIONS & SKILLS
· Excellent written and verbal communication skills.
· Experience in formatting documents, MS Office products suite, Adobe, DoD Safe, various drawing software interfaces for images/producing simple drawings or schematics.
· Familiarity with delivery environments involving Oracle APEX, IBM Cognos Analytics, Java, Angular/React, legacy-code modernization, and CI/CD tooling (Jenkins, GitHub).
WORK SCHEDULE
Full-time. May be required to work additional hours as needed to complete assignment or project.
TRAVEL
The expected travel time is less than 15%.
DRIVING REQUIREMENTS
Must have or be able to attain a valid state driver’s license and be insurable on the company’s automobile insurance policy. Driving, with or without accommodation, may be required when traveling for training and/or short occasional amounts of local driving. The expected driving time is less than 15%.
WORK ENVIRONMENT
Work is expected to be remote; however, the company reserves the right to require onsite work.
PHYSICAL DEMANDS
Position consists of sitting for long periods of time, bending, stooping, crouching, and lifting weights up to 20 pounds. Frequently uses hands/fingers for manipulation of keyboard and mouse. Compensation & Benefits:
- Pay: $100,000-$125,000 annually
