  • Support development of business strategies by identifying value opportunities arising from regulatory changes.

  • Contribute to long-term supply & demand (S&D) modeling assumptions alongside the LCF analyst team to inform Shell’s regulatory positioning.

  • Provide subject matter expertise (SME) to support Shell’s policy, advocacy, and market design strategies in collaboration with Corporate Relations and Policy & Advocacy teams.

  • Support the implementation of regulatory requirements across T&S LCF and relevant businesses, ensuring compliance with evolving frameworks.

  • Represent Shell, where appropriate, in external engagements with regulators, industry associations, and multi-stakeholder forums.

Skills & Experience

Core Capabilities:

  • Strong analytical capability with exceptional attention to detail; ability to interpret complex regulations through a commercial lens.

  • Proven ability to synthesize large volumes of information into clear, concise insights, guidance, and training materials.

  • Commercial mindset with confidence to form independent views and challenge assumptions in a trading context.

  • Strong multitasking ability with capacity to manage competing priorities under time pressure.

  • Excellent stakeholder management skills, with the ability to build and leverage relationships across a diverse network.

  • Highly motivated self-starter with a continuous learning mindset and strong team orientation.

  • Excellent written and verbal communication skills.

Technical Expertise:

  • EU Emissions Trading System (ETS)

  • CORSIA and IMO frameworks

  • Low Carbon Fuel Standards (LCFS)

  • RFNBO-related regulations

  • Regional (East of Suez) transport decarbonization policies

  • Candidates without direct LCF experience should demonstrate familiarity with adjacent regulated markets such as carbon markets, gas/power, or agricultural commodities.

  • Understanding (or willingness to develop expertise) in:

  • Carbon accounting and reporting systems

  • Voluntary carbon and compliance markets across transport sectors

  • Chain of custody and traceability models (e.g., mass balance systems)

Additional Requirements:

  • Ability to align regulatory insights with commercial strategy and value creation opportunities.

  • Experience supporting policy development or advocacy strategies is advantageous.
