Role

We are seeking an experienced Head of Markets Compliance (SVP) to lead compliance oversight for our Equities and Fixed Income sales and trading businesses based in Hong Kong. The Head of Markets Compliance will be responsible for all compliance matters relating to Jefferies Hong Kong’s Equities and Fixed Income businesses and will report to the Head of Hong Kong Compliance. 

This is a senior advisory role that provides both strategic and day-to-day compliance support to the trading desks, while ensuring robust adherence to applicable regulatory frameworks and market conduct standards. The successful candidate will bring solid sales and trading compliance experience from a major investment bank, strong familiarity with front-office trading environments, and a proven ability to partner effectively with senior business and compliance stakeholders. 

 

KEY RESPONSIBILITIES

Advisory:

  • Provide ongoing regulatory compliance advice to the Equities and Fixed income businesses. 
  • Oversee the design, implementation, and continuous enhancement of the markets compliance framework covering sales and trading activities.
  • Collaborate closely with senior business heads, and other control functions to identify, escalate, and mitigate compliance risks, and to ensure regulatory and group standards are maintained.
  • Support the development of new products, services and initiatives by providing advice on relevant laws and regulations and by helping design effective monitoring and controls and reporting processes. 
  • Maintain strong working knowledge of relevant regulatory frameworks, market structures, and trading conventions in the jurisdictions and products traded by the desks
  • Prepare and deliver regular compliance reporting and management information for senior management and risk committees, including key risk indicators, incident trends, regulatory developments and the status of remediation items in the Equities and Fixed Income areas.

Policies and procedures:

  • Contribute to the development of policies, procedures, and guidelines that facilitate compliance with applicable laws and regulations, including a detailed analysis of business impact. 
  • Update and amend policies and procedures in light of regulatory developments. 

Education and training:

  • Develop and deliver targeted training and education programs (including e-learning) to keep employees informed of policies and procedures and regulatory developments. 

Monitoring and surveillance

  • Monitor and assess market conduct, trading practices, and client-facing activities against internal policies and external regulatory requirements.
  • Oversee and manage compliance issues identified through the surveillance function. 

Regulatory:

  • Manage regulatory and exchange communications, including queries, investigation and inspections.  
  • Act as the primary regulatory liaison with regulatory agencies and exchanges in Hong Kong.  
  • Obtain regulatory updates, interpret and communicate the impact of new and existing regulations to the business, and work with the business and support functions to implement necessary changes.

 

SKILLS & EXPERIENCES

  • Extensive experience within Compliance, with 10+ years in Global Markets Compliance (Equities / Fixed Income). 
  • Prior compliance leadership and team management experience. 
  • Strong technical knowledge of Delta-1 products and Prime businesses, and practical working knowledge of regulatory frameworks in India, Taiwan, Korea, and China (ID markets) preferred.
  • Strong stakeholder management skills, with the ability to influence and constructively challenge front-office and support functions, manage multiple priorities in a fast-paced environment, and exercise sound judgment under pressure
  • Demonstrable experience maintaining regulatory and exchange relationships, including handling exchange queries, investigations, and audits as well as formal regulatory enquiries.  
  • Conversant with Hong Kong legislation and subsidiary regulations, rules, and requirements, in particular the Securities and Futures Ordinance and the rules and regulations issued by the Securities and Futures Commission.
