The hourly salary range for this position is $28.58 - $36.99

Job Summary

This is technical work performing airfield, terminal and grounds inspections to help enforce compliance with Federal safety regulations and airport/airport system rules, policies, procedures, leases and agreements. This work requires general knowledge of the aviation rules and regulations. Contacts require courtesy, tact, skills in understanding and influencing people, and effectiveness in dealing with others. The work is performed following clearly defined regulations, policies and procedures, and involves a variety of situations, requiring the frequent use of judgement in search of solutions. The work is performed in an airport environment. Operates computers and other standard office equipment. The work is performed under limited supervision subject to regulations, policies and procedures.

QualificationsEssential Functions

Schedules, coordinates, and conducts FAR-139 Airport Daily Self-Inspections; documents, reports, and tracks deficiencies discovered during the inspections by issuing work orders; following up with parties responsible for deficiency correction.
Responds to Airside emergencies and coordinates/assists responding personnel/agencies while adhering to National Incident Management System (NIMS) standards.
Ensures facilities and activities fully comply with safety and security requirements of the Transportation Security Administration (TSA), Federal Aviation Administration (FAA), Occupational Safety and Health Administration (OSHA), Environmental Protection Agency (EPA), National Fire Protection Association (NFPA), Florida Dept. of Transportation (FDOT), and other pertinent regulatory agencies.
Ensures JAA’s Rules & Regulations and JIA’s Minimum Standards are adhered to by all tenants and users of JIA properties and facilities; Ensures compliance with lease agreements. Conducts Terminal and Landside material condition and operational efficiency inspections via scheduled intervals and continuous surveillance.
Partners with airlines, Federal Aviation Administration (FAA) tower controller and technicians, Fixed Base Operators (FBOs), Air Cargo companies, Florida Air National Guard, Aircraft Rescue and Fire Fighting (ARFF), Transportation Security Administration (TSA), contractors, and entities having official business on the Airside portion of JIA.
Ensures Airside systems such as airfield lighting, airport beacon, navigational aids, and signage, marking, and pavement surfaces are fully functional and operating properly.
Represents the organization, both internally and externally, by supporting the strategic direction, strategic priorities, objectives, vision, mission, and values of the Authority.
Performs functions and responsibilities associated with assigned collateral duties.
Performs other related duties as assigned

Knowledge, Skills & Abilities

Must have general knowledge of the aviation rules and regulations, specifically 14 CFR Parts 139, and 77, 49 CFR PAR 1542, and 1544.
Must possess database management, Excel, Internet and MS Office skills
Ability to communicate orally and in writing with all audiences at various levels of the organization.
Strong understanding of current aviation-related issues and factors impacting the airport environment.
Capable of coordinating resources and people to mitigate solutions in difficult or emergency situations.
Knowledge of airside operations, including daily inspections, field condition reporting, irregular operations, and response to aircraft emergencies.

Education and Experience

Bachelor’s degree in Aviation Management, Business Management or a closely related field and Two (2) year of experience working at a commercial service airport with primary duties associated with the compliance of Part 139, including performing airfield inspections.

Licenses & Certifications

Must be able to obtain and maintain a Security Identification Display Area (SIDA) badge
Florida Class E Driver’s License may be required and must be maintained

Physical Demands

The physical demands consist of moving from one work location to another, sitting or standing at a work station for extended periods of time and may involve lifting objects weighing up to 15 pounds.
Must be able to perform the physical requirements of the position with or without reasonable accommodation.
