About this role

About The Role:

The Senior Contract Specialist provides expert acquisition and procurement support services to federal agencies, performing cradle-to-grave acquisition functions for a wide range of procurements, from simplified acquisitions to multi-million-dollar contracts and task orders. He/She serves as a subject matter expert in federal acquisition regulations and agency-specific procurement policies while providing guidance and mentorship to junior acquisition staff.


Minimum Qualifications:

Experience

One of the following:

  • Seven (7) years of private-sector acquisition experience; OR
  • Five (5) years of federal acquisition experience; OR
  • One (1) year serving as a GS-1102 Grade 13 Contract Specialist in the federal government. 

Education

  • Bachelor's degree in any field; OR
  • At least 24 semester hours in accounting, business, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. 

 

Preferred Qualifications

· FAC-C Professional Certification or FAC-C Level III (Legacy Program). 

· Experience supporting HHS, civilian agencies, or emergency response acquisitions. 

· Working knowledge of HHS Acquisition Regulations (HHSAR). 


 

Responsibilities:

Acquisition Planning and Pre-Award Support

  • Conduct independent market research and analyze acquisition strategies.
  • Assist clients with developing Statements of Work (SOW), Performance Work Statements (PWS), Statements of Objectives (SOO), and technical requirements.
  • Prepare acquisition plans, Independent Government Cost Estimates (IGCEs), Determinations and Findings (D&Fs), and Justification and Approval documents.
  • Develop solicitation packages, Requests for Information (RFIs), Sources Sought notices, and competitive procurement documentation.
  • Support source selection activities and evaluation processes.

Contract Award and Administration

  • Draft and review contract awards, modifications, and post-award documentation.
  • Perform cost and price analyses to support procurement decisions.
  • Ensure compliance with Federal Acquisition Regulation (FAR), agency policies, and procurement procedures.
  • Assist with invoice review, contract monitoring, deliverable tracking, and performance oversight.
  • Maintain complete acquisition files and contract documentation. 

Required Skills:

· Comprehensive knowledge of FAR and federal procurement practices. 

· Strong analytical, writing, and communication skills. 

· Ability to manage multiple complex acquisition actions simultaneously. 

· Proficiency with Microsoft Office Suite and acquisition systems. 

· Ability to work independently with minimal supervision.
