Job Title: INFRASTRUCTURE CONSTRUCTION & DESIGN MANAGER

Job Location: Sarajevo, BiH

Main Responsibilities:

Administrative-Legal Procedures & Permitting:

• Managing and coordinating the complete preparation of technical documentation required for obtaining urban planning approvals and construction permits for linear infrastructure.

• Communicating and resolving property-legal and technical matters with municipal, cantonal, and entity authorities, utility companies (water, electricity, roads), and other public stakeholders.

• Preparing the final technical documentation required for official technical inspection and obtaining the usage permit (upotrebna dozvola).

Design and Multi-Phase Project Coordination:

• Creating and reviewing technical documentation, conceptual, main, and detailed designs for structures and underground/overhead infrastructure.

• Developing construction details and aligning architectural-civil engineering designs with all other project phases (electrical, mechanical, hydro, and the telecommunications phase).

• Controlling and integrating telecommunications network designs into wider civil projects to prevent any spatial collisions on site.

Construction Management (FTTH & Infrastructure):

• Organizing, leading, and supervising all phases of construction work on site (trenching, micro-ducting, cable laying, equipment installation).

• Monitoring project progress and timelines in accordance with the dynamic schedule and contract deadlines.

• Maintaining daily site documentation: site logbook (građevinski dnevnik), quantity book (građevinska knjiga), and preparing monthly progress certificates.

• Coordinating subcontractors, specialized fiber-optic/telecom crews, and material suppliers in the field.

Requirements:

• Education: University degree (VSS) – Bachelor’s or Master’s degree in Civil Engineering (VII degree of professional qualification / mag. ing).

• Work Experience: Minimum of 5 years of proven experience in civil engineering, specifically in construction management and/or structural and infrastructural design.

• Specific Knowledge & Procedures (Mandatory): Deep understanding of legal regulations and procedures for obtaining urban planning permits, construction permits, and usage permits for linear infrastructure objects from municipal, cantonal, and entity authorities/ministries.

• Specific Experience (Preferred): Experience in telecommunications infrastructure projects, with a strong focus on FTTH (Fiber-to-the-Home) networks (cable ducting, access networks).

• Licenses & Exams:

o Passed Professional State Exam (stručni ispit) in the field of civil engineering.

o Possession of a personal license for Design issued by the competent ministry (FBiH).

o Possession of a personal license for Construction/Execution of Works

• Driving License: Category B (active driver).

• IT Literacy: Advanced proficiency in AutoCAD (GIS tools are an advantage), structural calculation software, MS Office (especially Excel), and MS Project.
