Summary

The Health Administration Analyst is an independent professional responsible for overseeing and tracking reporting for HOPICS' harm reduction programs, homeless treatment programs, and SAPC-funded initiatives, including Drug Medi-Cal, CENS, Housing Navigation, and Recovery Bridge Housing. This role involves project managing SAPC incentive tracking processes and ensuring accurate metrics and revenue reporting. Under the direction of the Associate Director of Health and Engagement, the analyst pulls data, creates dashboards, and supports billing activities to ensure program compliance and financial health.  Support the development of billing infrastructure for CalAims Community supports contracts. 
 

Essential Functions

  • Pull reports daily from Sage PCNX to track program data and compliance.
  • Create and maintain data dashboards and weekly reporting for harm reduction, homeless treatment, and SAPC-funded programs.
  • Project manage incentive activities and tracking for SAPC-funded programs.
  • Invoice SAPC incentives and track incentive related metrics
  • Act as back up for SAPC billing activities
  • Develop and maintain data tracking mechanisms
  • Track reporting and metrics for the harm reduction drop-in center, syringe services program, Client Engagement and Navigation Services and Drug Medi-Cal health program.
  • Support billing activities and report out on program revenue.
  • Maintain and uphold Agency mission statement, values, policies, procedures, and principles.
  • S/he will assist in training and provide support to necessary staff, providers, and other project partners participating in the project. Prepare reports in accordance with program requirements and Division policies.
  • Attend all program, department, funding specific and other associated meetings and training as required or needed.
  • Some evenings and weekends required.
  • Identify and resolve compliance discrepancies, such as clerical mistakes within participant records and ensuring all program operations, housing support services, and community transition efforts are accurately documented in both paper and digital formats.
  • Prepare funder reports for Homeless Treatment Program
  • Track data for Street Medicine and Mat Services collaborations with external agencies
  • Attend CalAIMs community meetings on behalf of the agency
  • Support the development of CalAIMs billing processes
  • Regular attendance required.
  • Other duties as needed.

Secondary Functions

  • Work on special projects as assigned.
  • Perform other duties as assigned by Sr. Manager, Associate Director, and Deputy Director.
 

Minimum Qualifications - Knowledge, Skills and Abilities Required

  • A Bachelor's Degree in Social Services or other administrative, business or housing field is required from an accredited or state approved college or university, with a minimum two (2) years job related experience working with homeless individuals and families OR five years’ experience working in social service field; case management and homeless program experience preferred.
  • Masters degree in Social Work, Public Health, Public Administration may be substituted for 2 years of experience.
  • Working knowledge of Microsoft Word, Excel, and other database programs.
  • Working knowledge of ArcGIS and/or Tableau.
  • Knowledge of resource development, case management and documentation.
  • Ability to work with clients from diverse cultural, ethnic, and socio-economic backgrounds.
  • Ability to communicate effectively, both written and orally.
  • Verification of Employment Eligibility and Background Clearance.
  • Maintain and uphold Agency mission statement, values, policies, procedures, and principles.
  • TB test required (Not more than 3 months prior to or 7 days after Date of Hire, and renewed annually thereafter).
  • CPR and First Aid Certification required within 30 days of employment with the company.
  • Valid California Driver’s License and auto insurance required.
  • Reliable Transportation
  • Reliable transportation is required.

Non-Essential Qualifications - Knowledge, Skills and Abilities

  • Experience with Sage PCNX and Clarity HMIS.
  • Experience and comfort working with AI to find solutions to data and programmatic problems

Supervisory Responsibilities

This Position oversees coordinators and analyst staff
 

Environmental Conditions (Working Conditions)

Typical office environment with a minimal noise level.
 

Physical Requirements

Typically spends time sitting, standing, typing, looking at a computer monitor for extended periods, and occasional lifting (max 20 lbs).
 

Mental Requirements

Must be able to handle constant distractions, prioritize tasks, process data, think analytically, and conceptualize workflows.
