Title: Eligibility and Resource Specialist – Energy (Seasonal)

Location: Multiple locations available (Bellevue, Redmond, Shoreline, Kirkland, Carnation, WA)

Work schedule: Typically, Monday–Friday, 8:30 a.m.–5:00 p.m. This position follows a hybrid work schedule. Staff are expected to work a minimum of two days per week in the office, with additional in-office time as needed to support training and program operations.

The career opportunity: 

The Eligibility and Resource Specialist (ERS) role is a seasonal, time-limited position from September 2026 through February 22nd, 2027, with the possibility of becoming a regular full-time position based on performance and program needs. The ERS primarily processes Energy Assistance applications, determines household eligibility, and enrolls clients in available assistance programs. This position focuses heavily on processing online applications, managing electronic documentation, conducting follow-up with clients to obtain missing information, entering data accurately into multiple databases, and managing client documentation in an organized and confidential manner. Based on operational needs, the ERS may also conduct scheduled Energy Assistance appointments and provide appointment coverage. They provide excellent customer service through phone, email, and other communication channels while supporting households through the application process. The Energy Assistance Program is fast-paced and detail oriented, requiring strong organization skills, ability to multi-task, stay calm under pressure and deescalate issues when necessary. ERS must be comfortable working with families and individuals that may be in crisis, suffer from mental illness, and/or are experiencing homelessness.

This position requires on-site and off-site availability for program needs including outreach events, staff support, and team meetings with a minimum of two days per week in office expected and potential for more based on operational needs.

  • Intermediate level proficiency in MS Office suite including Word, Excel, Outlook and data systems 
  • Ability to exercise sound judgment and effective decision-making skills to accomplish goals and creatively solve issues
  • Two years’ experience working with low-income families 
  • Knowledge of the social service network throughout King County, as well as immediate community area helpful
  • Bi-lingual skills in Spanish, Russian, Farsi, or Cantonese helpful, not required

 

Examples of what you will be doing:

  • Process high volume of PSE HELP online applications and other Energy Assistance applications while maintaining strong attention to detail, accuracy, and quality standards.
  • Review applications and supporting documentation to determine eligibility according to program policies.
  • Contact clients by their preferred communication method to obtain missing information and clarify application details. 
  • Enter and maintain accurate client information in multiple program databases.
  • Organize, upload, and manage electronic client documentation while maintaining confidentiality.
  • Conduct scheduled Energy Assistance intake appointments assigned.

How you will be compensated: Hopelink is proud to provide meaningful paid time away from work and an affordable, comprehensive benefits package.

  • Compensation: $24.40 hr.
  • Up to 10 paid vacation and sick days annually and 10 paid holidays

Hopelink is a nonprofit organization working to end poverty in our community. Each year we help more than 64,000 low-income people through programs that provide stability and the skills and knowledge needed to exit poverty.

Since 1971, Hopelink has provided support services to people in need in north and east King County and transportation services in King and Snohomish Counties in Washington state. In addition to ongoing programs and services, Hopelink also manages several campaigns specifically geared toward helping children: End Summer Hunger helps ensure that kids on summer break have enough to eat when their school's free and reduced fee meals are not available; Kids Need School Supplies provides backpacks and back-to-school tools for kids in low-income families; and Lend a Hoping Hand provides holiday gift rooms where parents and grandparents can "shop" for toys and gifts.

Annual events include Hopelink Can Madness -- a bracketed tournament between local businesses to help stock food banks following the holidays; an annual October fundraising luncheon at Meydenbauer Center in Bellevue (attended by about 1,800 guests every year); and the Turkey Trot 5K Family Fun Run & Walk on the Sunday before Thanksgiving.

Every year, nearly 4,000 volunteers donate over 62,000 hours; helping people and changing lives.
