Instrument & Controls Project Manager

Basic Function
HF Sinclair is seeking for an Instument & Contols Project Manager who coordinates and executes multiple Capital and Expense Projects simultaneously. Coordinates and executes projects to improve plant safety, environmental compliance, reliability, and profitability. Provides plant, pipeline, and facility support for the continued reliable installation of new and operation of existing equipment at the Woods Cross refinery.
Job Duties
- Coordination and management of multiple capital projects ranging from $100K to $5M
- Serve as the single point of accountability for project status and performance
- Facilitate multi-disciplinary project teams to define and validate project assumptions, scope and development plans from early Front End Loading (FEL) through commissioning and startup
- Ensure all project engineering activities are implemented in a manner consistent with HF Sinclair (HFS) core values and Engineering Practices as well as applicable federal, state and local regulations
- Facilitate the development of detailed Project Execution Plans which include engineering, procurement, construction, start up and commissioning activities
- Develop and/or facilitate project cost estimates and schedules
- Active engagement and leadership in process safety management including management of change, hazard reviews and pre-startup safety reviews
- Actively drive project safety through engineering design, project execution practices and personal involvement in construction planning and field activities
- Coordinate with others to define and secure the necessary environmental and other project-related permits
- Accountable for the development and/or evaluation of bid specifications for contract services, equipment and materials
- Accountable for the identification and active management of project risks
- Regularly report and forecast project cost and schedule performance and issue various project status reports throughout the life of a project
- Accountable for active engagement and leadership in the project change management process
- Maintain suitable records of correspondence, meetings and project decisions for reference and auditing purposes
- Provide input to turnaround planning and support execution of turnarounds as required
- Complete all project closeout documentation
Special assignments or tasks assigned to the employee by their supervisor, as determined from time to time in their sole and complete discretion.
Experience
A minimum of 10 years of progressive work experience managing capital projects in a refinery setting or similar process industry.
Education Level
Bachelor’s degree in mechanical engineering preferred, other engineering degrees considered or sufficient experience in lieu of degree in the Petrochemical and/or Refinery Industry providing necessary technical base to perform job
Required Skills
- Proficient in Front-End Loading, Detail Design and Construction practices
- Project management experience with projects between $100K and $5M
- Ability to lead cross-functional teams and manage stakeholders
- Proficient with Project Controls including cost control, forecasting and scheduling
- Experience working with engineering contractors
- Understanding of construction, contract strategies, and bid evaluations.
- Ability to lead and guide teams without formal reporting authority
- Knowledge of engineering standards, procedures, and best practices
- Familiarity with Project Management tools including Microsoft Project, SAP, Primavera P6
- Effective communication skills both written and verbal
- Ability to support development and execution of start-up plans and procedures, and provide assistance during commissioning/start-up activities
- Design ability in at least one of the following areas: Electrical Design, Instrumentation/Controls Design
