Manager - Pricing and Cost Estimation

Position Overview
We are seeking an experienced Manager of Pricing & Cost Estimation to be responsible for the preparation and oversight of proposal pricing, cost estimation, and development / support of required cost volumes. This role is critical to ensure all proposals are accurate, complete, and compliant with our customers. Must possess excellent communication and interpersonal skills to be able to collaborate with key functional stakeholders including leadership, program management, and other functional departments. The ideal candidate must be proactive, a self-starter, detail oriented with good organizational skills, capable of multi-tasking and ability to work with minimal day-to-day supervision in a team environment. Successful candidates will demonstrate an aptitude for efficiency, problem-solving, resourcefulness, with an overall commitment to quality and becoming a trusted key business partner to the proposal team.
Key Responsibilities
- Responsible for leading the analysis of complex proposals, supporting negotiations and supporting business growth through data driven insights.
- Review Request for Proposals (RFPs) and Statement of Work (SOW) for specific cost requirements to assist in developing pricing structure and to identify any pricing concerns from the RFP and SOW.
- Assist the proposal team with creation of WBS structure that supports RFP and internal costing requirements.
- Develop cost/price volume in compliance with the RFP, and ensure compliance with FAR, DFARS, TINA and applicable HDUSA pricing policy and procedures.
- Support proposal team, program management, and contracts in the development of pricing, BOEs, cost estimation, cash flows, and profitability analysis.
- Subject Matter Expert (SME) for the financial metrics for all proposal pricing, providing management with an early warning of potential estimating system compliance issues, identifying risks and providing recommended solutions.
- Develop corporate proposals briefings for senior leadership “Gate” reviews.
- Support proposal team, program management, and bidders with internal processes and procedures on compliant proposal pricing requirements and timeline for submission.
- Develop and maintain cost / pricing models and historical cost / pricing data.
- Provide pricing recommendations, including process improvement initiatives, ad-hoc analysis, data integrity checks, and confirmation / verification of estimated program financials (P&L).
- Mentor and lead proposal team and analysts through the proposal process.
- Provide management leadership and oversight to pricing professionals on proposal pricing, cost estimation, BOEs, and compliant proposals.
- Lead and communicate within the organization any changes to the pricing and cost estimation practices and procedures.
- Working knowledge of FAR, DFARs, and Cost Accounting Standards.
- Responsible for policies and procedures, in support of pricing and cost estimation.
- Foster a culture of accountability and continuous improvement.
Required Qualifications
- Bachelor’s degree in finance, accounting, business, or related field.
- MBA or master’s in accounting or finance are strongly preferred.
- 8+ years of progressive finance leadership experience, direct experience in the Aerospace and Defense (A&D) industry, and relevant proposal and pricing experience with complex defense manufacturing.
- Broad financial management experience including government and commercial contracts, earned value analysis, cost analysis, financial planning, cash flow, progress payments and billing milestones.
- Experience with cost/price analysis, should‑cost modeling, parametric estimating, and complex proposal and BOE development.
- Ability to build collaborative relationships, earn trust, and thrive in a fast-paced proposal environment.
- Experience with financial forecasts and developing contract profitability analysis.
- Experience with CAS indirect rate structures and government audits.
- Experience in maintaining an approved and compliant estimating business systems.
- Proven communication skills—capable of translating complex pricing models into clear and understandable insights for leadership.
Preferred Qualifications
- Experience with ProPricer, advanced experience with Excel and other MS OFFICE tools
- CPA, CFA, certifications a plus.
- Experience with DCAA, DCMA, USG agency audits.
- Familiarity with various USG contract types (FFP, FPI, CP, T&M, etc.).

EDUCATION
- Bachelor’s degree in finance, accounting, business or related field.
- Advanced degrees (MBA, MS, etc.,) preferred.
