[What the role is]

The Skills and Workforce Development Agency (SWDA), a statutory board under the Ministry of Manpower (MOM), drives lifelong learning and workforce development to enable Singaporeans to take charge of their careers, learn for life, access good jobs, and grow in fulfilling careers. We enable employers to build a skilled, future-ready workforce, design quality jobs, and adopt skills recognition practices. Together with our partners, we build a trusted, high-quality, industry-relevant, and innovative ecosystem that meets the evolving workforce needs of both businesses and workers.

We are seeking a Partnership Manager to build and grow strategic partnerships across enterprises, Institutes of Higher Learning, training providers, career and employment services organisations, and wider ecosystem partners to leverage on SWDA’s careers, jobs and skills intelligence for more pre-emptive and data-informed decision making.

The role will support the growth and adoption of SWDA’s jobs-skills intel products, insights, and platform services by identifying partner needs, structuring partnership models, and coordinating delivery across Product, Customer Success, Content Strategy, and Analytics teams.

[What you will be working on]

  • Identify, engage, and develop strategic partners aligned to divisional goals.
  • Build and manage a pipeline of partnership opportunities across priority sectors.
  • Structure partnership models, outcomes, and value propositions for different partner segments.
  • Serve as the main point of contact for assigned partners.
  • Coordinate internal teams to ensure smooth handover from partnership development to onboarding and adoption.
  • Gather partner needs, market feedback, and use cases to inform product and content development.
  • Track partnership performance, engagement, adoption, and outcomes.
  • Support partner outreach, co-creation opportunities, and ecosystem engagement initiatives.

[What we are looking for]

  • Proven skills in partnership engagement, business development, customer relationship and stakeholder management, or ecosystem development.
  • Proven track record in terms of structuring win-win partnerships, identifying collaboration opportunities, and translating needs into actionable plans.
  • Strong communication, self management and learning agility.
  • Adept at using AI tools, with the ability and initiative to apply AI tools effectively across partnership workflows to enhance productivity, insights, and stakeholder engagement.
  • Thrive in independent agile teams and start-up culture.
  • Strong project management and cross-functional coordination skills.
  • Comfortable working with Product, Customer Success, Content, and Analytics teams.
  • Analytical mindset with ability to interpret performance and partner feedback.
  • Up to 6 years of relevant work experience in partnership engagement, business development, stakeholder management, or ecosystem development. However, those with no relevant experience but can show demonstration of required skills through relevant projects or short stints in relevant areas/functions are also encouraged to apply.

Successful candidates will be offered a contract in the first instance and may be considered for an extension or be placed on a permanent tenure.
