[What the role is]
Monitor day-to-day operations and performance of the Finance, Admin, Procurement and Human Resource (FAPHR) section of the South West CDC. Plan, direct and control all related matters, including implementation of sound procedures, proper maintenance of records and preparation of management data / reports, whilst ensuring compliance to Corporate Governance in line with the Government / PA / CDC policy and guidelines i.e. Government Instruction Manual (IM), CDC Rules and PA Staff Manual etc.[What you will be working on]
Job Description
Finance, Planning and Analysis
- Ensure timely closure of financial accounts monthly, quarterly and annually.
- Ensure timely preparation and submission of financial statements and management reports which accurately reflect the CDC’s financial status, assets and liabilities.
- Monitor, track and analyse utilisations in line with planned targets to ensure proper control and optimal use of fund.
- Plan, direct and implement accounting systems, procedures and sound internal controls, in line with Government/PA/CDC policies and guidelines.
- Co-ordinate and facilitate audit procedures including preparation of audit lead schedules, samples and financial statements.
- Provide secretariat support to the Finance Committee, such as the coordination of committee meetings, networking and appreciation functions.
Admin & Procurement
- Ensure and implement best practices in procurement procedures.
- Coordinate and educate staff, through regular engagement platform such as staff meeting, on admin and procurement best practices and lapses.
- Monitor and maintain smooth operation of the South West CDC office and its facilities, ensuring a conducive, clean and hazard-free working environment.
- Ensure continuous and sufficient supply of office supplies, i.e. stationeries, paper, etc.
- Ensure proper maintenance of office facilities including fixed assets, fixtures, electrical appliances and office equipment.
- Coordinate and liaise with relevant departments/vendors/contractors on all matters relating to office facilities, IT set-ups, system network and applications, i.e. WorkDay, CDC Grants Management System, e-Registry, TeamSite and Donation Management System, etc.
- Monitor and review office space requirement in line with Government’s framework.
Human Resource
- Oversee, facilitate and coordinate staff recruitment, induction and exit procedures.
- Ensure proper management of staff personal data and staff related admin duties.
- Plan, review and coordinate Specialised Training and Annual Staff Awards.
- Build and inculcate a positive workplace culture through staff bonding activities.
Leadership and Coaching
- Develop, supervise and guide staff in the areas of Finance, Admin, Procurement and Human Resource.
- Coach, oversee and ensure timely submission of papers and reports by the staff, i.e. Financial and Management Reports, Audit Reports, Notes of Meetings, etc.
- Coach and train staff in other administrative matters to ensure staff are equipped with the necessary know-how to perform their tasks.
- Provide real-time feedback and advice to management and staff on staffing and operations matters.
- Identify, resolve and counsel the staff on workplace issues.
Other ad-hoc duties not covered under main responsibilities and duties are:
· Assist and participate in cross PA divisions and CDC programmes and initiatives.
· Performs other duties as assigned by Deputy General Manager / General Manager
[What we are looking for]
Requirements
- At least 5 years in accounting with at least 3 years of supervisory experience
- Familiar with WorkDay and Microsoft Office applications i.e. Excel, Word, PowerPoint, etc will be an added advantage.
- Meticulous and able to multi-task and work independently
