HR Payroll & Operations Manager

Key Responsibilities

  • Manage the overall HR operations and workflow, ensuring the timely, accurate, and efficient delivery of HR services.
  • Oversee employee records and HR information systems, ensuring data accuracy, integrity, confidentiality, and accessibility.
  • Manage and monitor payroll-related processes, including employee data verification, payroll inputs, reconciliations, and resolution of payroll inquiries.
  • Ensure compliance with Egyptian Labor Law, social insurance regulations, income tax requirements, and applicable company policies.
  • Administer employee benefits, including medical insurance, retirement plans, leave policies, and other employee programs.
  • Develop, implement, and continuously improve HR policies, procedures, processes, templates, and guidelines in alignment with company strategy.
  • Identify opportunities for process improvement, digitalization, and automation to enhance HR efficiency and employee experience.
  • Implement and optimize HR systems and technology solutions, ensuring their effective utilization by the HR team.
  • Prepare HR reports, dashboards, and analyses to support management decision-making and provide HR-related insights and recommendations.
  • Lead and supervise the HR Operations team, ensuring clear responsibilities, effective performance, and continuous development.
  • Coordinate with Finance on monthly, quarterly, and annual HR and payroll reconciliations and reporting.
  • Maintain effective relationships with external parties, including labor offices, social insurance offices, tax consultants, and HR/payroll outsourcing providers.
  • Ensure employees are properly informed and aware of relevant HR policies, procedures, and benefits.
  • Provide regular updates and recommendations to the Chief HR Officer regarding HR operations, compliance matters, risks, and improvement opportunities.

Qualifications

Education

  • Bachelor’s degree in human resources, Business Administration, or a relevant discipline.
  • MBA and/or professional HR certification is an advantage.

Experience

  • Minimum 10 years of progressive HR experience, with significant experience in HR operations, payroll, and employee administration.
  • Proven experience in managing and supervising HR teams.
  • Strong experience in HR process improvement, systems implementation, and automation.
  • Practical experience dealing with labor, social insurance, tax, and other relevant governmental authorities in Egypt.

Technical Skills

  • Strong knowledge of HR operations, policies, procedures, and best practices.
  • Expert knowledge of Egyptian Labor Law, social insurance, and employment-related regulations.
  • Strong understanding of payroll processes and HR administration.
  • Proficiency in HRIS/HR systems and Microsoft Office, particularly Excel, Word, and PowerPoint.
  • Strong analytical and reporting skills, with the ability to interpret HR data and provide actionable insights.
