Overview

As a Full-Stack Engineer, you will design, build, deploy, and maintain secure, scalable, and user-centric web applications that enable AI, machine learning, and generative AI solutions for government systems and digital services. You will work closely with product, policy, data, cybersecurity, DevOps, platform, and business teams to translate operational needs into reliable, production-ready digital solutions. 

Responsibilities

  • Design, develop, and implement responsive, accessible, and user-centric web applications that support AI, machine learning, generative AI, and other intelligent digital services for government use cases.
  • Develop and integrate backend APIs and services using Java/Spring Boot or .NET (C#) to connect frontend applications with AI services, data sources, enterprise systems, and platform components.
  • Translate business, policy, and operational requirements into solution designs, technical specifications, user journeys, and implementation plans.
  • Support the integration of AI-enabled capabilities such as large language models, retrieval-augmented generation, prompt workflows, AI agents, and model or service APIs into web applications.
  • Implement secure, scalable, and well-documented RESTful APIs to support business, operational, and citizen-facing applications.
  • Support application and solution testing to assess usability, reliability, performance, accessibility, security, and fitness-for-purpose.
  • Work with DevOps, cybersecurity, data, and platform teams to deploy digital and AI-enabled solutions securely on approved government or enterprise cloud environments, including AWS or GCC where applicable.
  • Support monitoring, troubleshooting, optimisation, and production support across frontend, backend, integration, and AI service layers.
  • Participate in code reviews, CI/CD activities, security reviews, release readiness assessments, documentation, and Agile delivery ceremonies.

Requirements

  • Degree in Computer Science, Software Engineering, Information Technology, or a relevant IT field with 2 - 3 years of hands-on software development experience.
  • Hands-on experience developing full-stack applications, APIs, integrations, or application components that support AI-enabled, enterprise, or government digital services.
  • Strong frontend development experience using React, JavaScript, HTML, and CSS to build responsive and accessible web applications.
  • Strong backend development experience using Java/Spring Boot, .NET (C#), or equivalent backend technologies.
  • Programming experience in Python, with familiarity in scripting, automation, API development, testing, data processing, or AI/ML-related integrations.
  • Good understanding of secure application development, data protection, responsible AI, privacy, access control, monitoring, logging, and production support considerations.
  • Experience with cloud environments such as AWS, GCC, or other approved enterprise cloud platforms.
  • Hands-on experience with GitLab or similar tools for version control, CI/CD pipeline management, testing, and secure development workflows.
  • Strong analytical and troubleshooting skills, with the ability to resolve issues across frontend, backend, integration, data, AI service, and infrastructure layers.
  • Good communication and documentation skills, with the ability to explain technical concepts clearly to both technical and non-technical stakeholders.

Preferred Skills

  • Prior experience working on Singapore Government projects or within a public sector agency, including familiarity with government development standards, delivery governance, compliance requirements, and secure delivery platforms such as SHIP-HATS.
  • Exposure to AWS AI/ML services, GCC environments, GitLab CI/CD, DevSecOps, or similar secure delivery platforms.
  • Experience with enterprise monitoring, log analytics, security monitoring, automated testing, or evaluation pipelines.
  • Experience with rapid application development platforms such as OutSystems.
  • Familiarity with service design, user research, product metrics, or user-centric development approaches.
  • Experience working in collaborative environments and Agile development methodologies, including sprint ceremonies, backlog refinement, code reviews, and release planning.
  • Familiarity with Agile collaboration and design tools such as JIRA, Figma, or Miro.
  • Strong analytical thinking, systematic problem-solving, and the ability to manage multiple concurrent priorities.
