M23 - Product Manager

Overview 

As a Senior Technical Product Manager, you will own the end-to-end product lifecycle for one or more digital products and platforms. Working closely with engineering teams, UX designers, business stakeholders, and external vendors, you will define product strategy, prioritise roadmaps, and ensure successful product delivery. This role requires a strong blend of product management expertise, technical understanding, stakeholder management, and leadership.

Responsibilities

• Define and own the product vision, strategy, and roadmap, ensuring alignment with HDB's digital and business objectives.
• Collaborate with engineering, UX, and business teams to translate user needs into product features, epics, and user stories.
• Manage and prioritise the product backlog, balancing business value, user experience, and technical feasibility.
• Serve as the key liaison between business stakeholders and technical teams, ensuring clear communication and alignment throughout the product lifecycle.
• Lead product delivery across the Software Development Life Cycle (SDLC), from ideation and design through development, deployment, and continuous enhancement.
• Define product KPIs and success metrics, using data and user feedback to drive continuous improvements.
• Manage external vendors and technology partners, ensuring quality delivery and successful integration with existing HDB systems.
• Plan and oversee User Acceptance Testing (UAT), validating product functionality with stakeholders and end users.
• Promote Agile product development practices and a culture of continuous improvement.
• Mentor and guide junior Product Managers and Business Analysts.
• Keep abreast of emerging technologies, digital trends, and product management best practices to drive innovation.

Work closely with engineering teams by leveraging knowledge of:

• Web application development
• REST APIs
• Databases
• System integration
• Software architecture

Requirements

• Minimum 5 years of experience in Product Management, Systems Analysis, or IT Project Delivery.
• Proven track record of delivering digital products within large or complex organisations.
• Hands-on experience working closely with software engineering teams throughout the SDLC.
• Experience with Microsoft Azure cloud services or cloud-native applications is highly advantageous.
• Azure certifications (e.g. Azure Fundamentals, Azure Developer, Azure Solutions Architect) are an added advantage.
• Experience working within the Singapore Public Sector or Government technology projects is preferred.
• Strong stakeholder management, communication, and vendor management skills.
• Self-driven with excellent ownership, analytical thinking, and problem-solving abilities.

Qualifications

• Bachelor's Degree in Computer Science, Information Technology, Information Systems, or a related discipline.
• Relevant professional certifications in Product Management, Agile, Scrum, Cloud, or Microsoft Azure are advantageous.
• Candidates from non-technical academic backgrounds may be considered if they demonstrate strong technical knowledge and a successful track record in technical product management.
