This is a full-time, on-site position located in Akron, Ohio.
Summary
The Program Manager, Generation Project Compliance will be a member of the Generation Project Development team, supporting the strategy, planning, outreach, management, and execution of large-scale, new power generation projects.
This role requires an in-depth understanding of utility project development and regulatory compliance. The Program Manager will work on a cross-functional team of engineers and business analysts responsible for managing day-to-day operations, ensuring project milestones are met, maintaining regulatory compliance, and developing strong relationships with the Owner’s Engineer, Engineering, Procurement, and Construction contractors and subcontractors, and the Department of Energy’s Office of Energy Dominance Financing.
The Program Manager will coordinate with external consultants to develop and execute a compliance program to ensure compliance with the Davis Bacon Act for both FirstEnergy and its partners. The role will also assist with participation in regulatory filings, permitting requirements, and other generation project compliance and reporting on an as-needed basis.
Responsibilities include:
- Leading development and execution of a compliance program for generation projects in consultation with external partners.
- Ensuring compliance with federal (e.g., FERC), regional (e.g., NERC), and state regulatory requirements.
- Executing a system of controls and reporting that ensure projects are properly entitled, financed, permitted, and constructed.
- Assisting with the regulatory, permitting, and grid interconnection process to ensure there are no roadblocks to projects being completed on time.
- Providing support for required state regulatory activity for generation development including responses and implementation of orders, settlement agreements, new/revised rulemakings, and other regulatory driven programs
- Monitoring, reviewing and analyzing gaps between state rules and existing processes and making recommendations for gap closure
- Facilitating Generation Project Development and Supply Chain procurement efforts on an as-needed basis.
- Working collaboratively with internal (finance, operations, external affairs, etc.) and external stakeholders.
- Participating in cross-functional teams with engineering, finance, regulatory, construction, etc., and external development partners.
- Providing project status reports and supporting the organization of emergent information requests.
Qualifications include:
- Bachelor of Science degree in Business, Engineering, Finance, Construction Management or related field is required. Minimum of 6 years related experience required. In lieu of degree, consideration will be given to applicants having 10 years related experience.
- Related experience includes project organization, engineering, finance, construction, project management, compliance or project controls.
- Familiarity with reading and interpreting technical documents.
- Excellent interpersonal skills, strong written and verbal communication skills, and strong analytical ability is required.
- Experience with project management tools such as Primavera, Power BI, Microsoft Office Products, etc.
- PMP Certification is a plus.
- The successful candidate must be a team player and possess a willingness to work in a team environment.
- Must embrace a safety culture and maintain a safe work environment for co-workers and the public.
- Must be willing to travel to project sites and have a valid driver’s license.
- Must be able to manage multiple projects simultaneously and be able to work effectively under the pressure of deadlines, unexpected developments, changes in project scope, etc.
- Must demonstrate a questioning attitude to continue to learn and produce results and a desire to lead others.
