Summary

  • Primary Point of Contact (POC) for the XT-CS-CIO. XT-CS CIO Task Lead shall provide overall management and oversight of all activities performed by personnel. The lead shall facilitate communications, use industry-best standards and proven methodologies to track and document requirements and activities to allow for continuous monitoring and evaluation by the DC3, and ensure all tasks are accomplished
  • IAW this PWS. The lead shall be responsible for the quality and efficiency of the performance and shall assist DC3 with all financial and business processes.

 

Responsibilities

  • Implement and maintain frameworks like NIST, ISO 27001, or CMMC to ensure organizational compliance.
  • Oversee regular cybersecurity risk assessments and vulnerability testing to identify and mitigate emerging threats.
  • Coordinate internal and external security audits to validate the effectiveness of controls
  • Coordinate tasks among different project teams and manage cross-team dependencies to prevent resource conflicts.
  • Lead crisis response efforts during major breaches, ensuring timely detection, containment, and recovery.
  • Oversee the selection and management of third-party security vendors and ensure acquisitions meet organizational security standards.
  • Drive a "security-first" culture by leading organization-wide cybersecurity education and training programs.

 

Basic Qualifications

  • US Citizen with an Active Top Secret clearance with TS-SCI clearance eligible and the ability to pass a comprehensive background check
  • 5 years of experience with IT leadership and accountability including effective implementation of IT management responsibilities.
  • 5 years of experience with strategic IT planning all IT management functions.
  • 5 years of experience assessing agency IT workforce needs and developing strategies and plans for meeting those needs.
  • 5 years of experience with annual and multi-year IT planning, programming, and budgeting decisions.
  • 5 years of experience managing, evaluating, and assessing how well the agency is managing its IT resources
  • 5 years of experience implementing and ensuring compliance with an agency-wide information security program.
  • 5 years of experience as a champion for digital equity for the workforce by ensuring digital accessibility of information and telecommunication technologies.

 

Preferred Qualifications
