Position Summary
Davenergy Solutions is seeking a licensed Senior Architect or Senior Engineer to support construction management and technical oversight for complex healthcare facility projects at the Veterans Affairs Pittsburgh Healthcare System.
This role serves as the Government's technical advisor by reviewing project designs, evaluating construction activities, providing engineering expertise, and ensuring projects comply with applicable codes, standards, and contract requirements. Candidates must possess both design and construction experience and be capable of providing technical leadership throughout all phases of project delivery.
Key Responsibilities
- Provide architectural or engineering expertise throughout planning, design, construction, and project closeout.
- Review construction drawings, specifications, technical submittals, RFIs, and change orders.
- Evaluate contractor proposals and provide professional recommendations to the Government.
- Verify compliance with applicable federal, state, local, and VA design standards.
- Review project scope documents and recommend improvements or modifications.
- Identify technical risks and assist in developing and maintaining project risk management plans.
- Conduct field observations to verify construction quality and compliance with approved plans and specifications.
- Evaluate work in place for quality and payment recommendations.
- Support construction meetings and provide technical guidance to project stakeholders.
- Assist with schedule reviews, cost evaluations, constructability reviews, and quality assurance activities.
- Participate in the Quality Assurance Surveillance Program (QASP).
- Ensure compliance with building codes, life safety requirements, accessibility standards, and permitting requirements.
- Coordinate with construction managers, contractors, designers, and VA staff to resolve technical issues.
Requirements
Minimum Qualifications
- Bachelor's degree in Architecture or Engineering from an accredited college or university.
- Current Professional Engineer (PE) license in Mechanical, Electrical, Civil, or related discipline OR
- Current Registered Architect license.
- Minimum six (6) years of professional architectural or engineering experience.
- Demonstrated experience in both:
- Architectural/engineering design
- Construction administration or construction management
- Minimum three (3) years of field experience supporting projects of similar scope and complexity.
- Thorough knowledge of:
- Building codes
- Life Safety Code
- Construction methods and materials
- Construction processes
- Federal design standards
- Risk management
- Ability to identify construction deficiencies and recommend corrective actions.
- Strong technical writing and communication skills.
- Ability to review technical documents and provide sound engineering or architectural recommendations.
Preferred Qualifications
- Experience with Veterans Affairs healthcare facilities.
- Department of Defense or federal healthcare project experience.
- Medical facility design or construction experience.
- Knowledge of NFPA, ASHRAE, FGI Guidelines, International Building Code (IBC), and applicable VA design standards.
- Commissioning or quality assurance experience.
- LEED Accredited Professional (LEED AP) certification.
- Proficiency with AutoCAD, Revit, Bluebeam, Microsoft Office, and construction management software.
Additional Requirements
- Candidates should be prepared to provide examples of three (3) projects of similar size, complexity, and scope where they served in a comparable role.
- Must demonstrate the ability to proactively identify project risks, code issues, schedule impacts, and construction concerns while providing practical, professional recommendations.
- Experience supporting federal construction projects, particularly healthcare environments, is highly preferred.
Physical Requirements
Must be able to see, hear, walk, drive, climb, reach, stoop, bend, and lift up to 50 pounds. Must be prepared to encounter all construction site conditions, including noise, dust, heights, odors, and enclosed spaces, and be physically capable of traversing sites with unstable footing, stairs, rough terrain, adverse weather, ladders, roofs, and other mobility-challenging conditions. Must possess the physical ability to take measurements, perform tests comparing in-place work to contract requirements, and observe work activities throughout the course of construction.
