ASRC Federal Advanced Research (AFAR), a subsidiary of ASRC Federal Holding Company, is currently recruiting for a remote Financial Management Team Lead to support a potential contract with a federal government client located in Silver Spring, MD.  This is a remote position supporting business hours aligned to the Eastern Time Zone.

Key Role:

The selected candidate will oversee a small team providing budget and financial management support for the National Oceanic and Atmospheric Administration (NOAA)/National Weather Service (NWS). The candidate will lead the team’s development of business process improvements, to help federal staff save time, as well as creating advanced, automated models to improve financial management tracking, including acquisitions, grants, and labor.

 

The candidate will first assess the condition, gaps, and potential improvement areas for the client’s financial management environment. This will be followed by detailed recommendations for process and documentation changes. The candidate will then oversee, create, and maintain the recommended and approved spreadsheets, tools, forms, templates, and instructions to support various monthly and quarterly budget execution reports and meetings. The candidate will review the data analysis provided by the team to ensure compliance and accuracy.

 

Flexibility and adaptability are key to this position, as well as the ability to independently solve problems with minimal direction.

 

The duties for this role include, but are not limited to:

  • Oversee a small team managing multiple projects related to financial management analysis for the NWS.
  • Provide a detailed assessment of the government’s gaps in financial management activities, including tracking tools, cost/benefit analysis of current financial reporting practices, documentation gaps, and the highest risk budget execution areas.
  • Make recommendations for improved process flows, techniques, and automated tools to save time and reduce human error.
  • Pull and interpret reports from the NOAA financial systems, including the Oracle E-Business Suite (EBS), Enterprise Data Warehouse (EDW), and the Financial Management Data System (FMDS).
  • Independently analyze NOAA budget execution data from NOAA financial system reports to understand trends, forecast potential budget and funding issues, and plan and take corrective actions.
  • Transform accounting system data into automated Google Sheet workbooks and Google Slide presentations, using time-saving advanced formulas, links, and look-ups.
  • Produce, maintain, and update templates, forms, process documents, and slides for leadership reviews.
  • Respond to data calls from Line Office Headquarters, NOAA Headquarters, the Department of Commerce, the Office of Management and Budget (OMB) and/or Congress.
  • Review and enter obligation plan data, as requested, into the NOAA Financial Management Data System.
  • Summarize quantitative data for monthly allotment, commitment, obligation, and contract status reports as well as a variety of complex payment reports. Review similar work produced by other analysts for accuracy and efficiency.
  • Assist with creating, reviewing, and monitoring progress against monthly and annual obligation plans.
  • Understand and apply the various types of accounting codes (i.e., fund, program, project, and tasks codes) used by NOAA and the business rules that govern them.
  • When documentation gaps exist, the candidate will create Standard Operating Procedures.
  • Process documentation for financial corrections, when requested.

 Qualifications:

  • Bachelor’s Degree plus 8 years' experience in federal budgeting or related industries (e.g., finance, budgeting, data analysis, accounting or other highly quantitative field).  A Master’s Degree may be used as a substitute for 2 years of experience. A PhD may be used as a substitute for 4 years of experience.
  • Project Management Professional (PMP) certification
  • Ability to transform data and findings into concise, user-friendly Google Sheet workbooks using advanced functions such as GetPivot, SumIfs, VLookup, XLookup, conditional formatting, and Import Range.
  • Ability to drive efficiencies and improvements, providing constructive criticism, and motivate other team members to perform during change.
  • Excellent oral presentation skills with the ability to brief findings and materials to management.
  • Ability to communicate effectively in groups of senior leaders, knowing when to speak up versus deferring to management.
  • Work proactively to anticipate management’s questions and meet their needs before being asked
  • Sift through large amounts of data and reports to find answers to management’s questions in a timely manner
  • Strong interpersonal skills, including customer service skills, to properly manage customer expectations and respond to customer requests
  • Knowing when to ask for help to be able to meet assigned deadlines

Preferred Experience:

  • Experience with the NOAA accounting system is a plus.
  • Experience with government financial systems and terminology is preferred.
  • Passion for the NOAA mission is a plus.
