General Summary:

This position assists DART Emergency Preparedness Manager in developing and implementing comprehensive agency-wide emergency preparedness and security awareness programs for the agency. Serves as an agency authority regarding emergency preparedness and facility security.

Essential Duties and Responsibilities:

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Assists Emergency Preparedness Manager in all aspects of the DART emergency management and security awareness programs. Maintains DARTs System Security and Emergency Management Plan. Coordinates response and support requirements with member cities.
  • Oversees contracts. Identifies and resolves related issues. Tracks payroll hours of contract personnel. Works with contractors in correcting any issues that arise.
  • Develops training curriculum for emergency response training needs as directed by Emergency Preparedness Manager and conducts training for affected personnel.
  • Provides technical expertise to DART management and departments on emergency preparedness matters.
  • Assists Emergency Preparedness Manager interfacing with local, state and federal emergency preparedness agencies and organizations.
  • Assists Emergency Preparedness Manager in developing and conducting emergency preparedness drills and exercises. Designs, coordinates and evaluates exercises with DART departments, member cities and local responders.
  • Serves as alternate controller of the emergency operations control center.
  • Assists in preparation of reports, statistics and presentations for DART management and the Board of Directors on emergency preparedness and security awareness matters.
  • Identifies emergency response training needs, develops training curriculum, and conducts training for affected personnel.
  • Provides technical expertise to DART management and departments on emergency preparedness matters.
  • Serves as DARTs liaison with local, state and federal emergency preparedness agencies and organizations.
  • Performs other related duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED

Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  • Bachelor’s degree from an accredited college or university in business or public administration, public health, public safety, or a related field.
  • Two (2) years experience in emergency preparedness/management or disaster planning at the municipal, county, regional, or state level, or related experience.
  • Valid Texas Class A, B, or C drivers license, no Driving While Intoxicated (DWI) conviction within the last (60) consecutive months, not more than one (1) DWI on driving record, and not more than three (3) convictions of moving violations within the last thirty-six (36) consecutive months on driving record in order to operate DART non-revenue vehicle.
  • Must be available and prepared to respond to any emergency/disaster or potential emergency disaster seven (7) days a week, twenty-four (24) hours a day.
  • Proficient using PC and software applications.
  • Ability to react calmly and promptly during an emergency/disaster crisis for prolonged period of time.
  • Knowledge of the principles and functions of emergency management, with particular emphasis on Texas emergency management requirements/certifications.
  • Knowledge of relevant laws, regulations, equipment, policies, procedures, and strategies to promote effective local, state, and national emergency management operations for the protection of people, data, property, and institutions.
  • Knowledge of principles and methods for curriculum and training design, teaching and instruction for diverse individuals and groups.
  • Ability to work closely with representatives from local, state, federal, and private organizations, often during stressful situations for extended period of time and in dangerous physical surroundings.
  • Communications skills to organize and present in oral or written form statistical, financial or factual information derived from a variety of original and secondary sources.
  • Ability to analyze facts and information, find solutions to complex problems, and prepare complex reports, surveys, and position papers.
  • Ability to organize and mobilize personnel and resources for an integrated and systematic response to actual and potential emergencies/disasters.
  • Ability to review disaster preparedness plans and identify deficiencies and provide technical assistance to improve response capability.
  • Position is subject to 24-hour on-call status and mandatory callback during emergency situations.

Works in an environment where there is exposure to dust, noise, or temperature. May be exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
