Designation: Programme Lead/Senior Programme Lead


Purpose:  CEEW seeks to hire an experienced researcher to develop a programme on the interface of geoengineering, technology and governance. The focus will be on the science and governance of geoengineering interventions. A scientific perspective on geoengineering emphasises a deep understanding of relevant technologies and interventions, and their implications for global and regional climate. The governance perspective seeks to explore ways to limit large-scale, unilateral geoengineering interventions and to suggest potential architectures for governing them. This role is envisaged as a combination of independent research demonstrating thought leadership and deep engagement with national and international stakeholders through a sustained dialogue.  


The objective of this role would be to create and execute a programme with a focus on creating a robust evidence-backed knowledge base to shape and inform the debate on geoengineering, technologies and governance. The role-holder will also seek to contribute to better outcomes through research, dissemination, dialogue, and proactive engagement related to the geoengineering debate. Building a strong team is a key part of this role. 


In equal measure, the impact of research, especially in this domain, results from sustained engagement with authorities at national and international levels. S/he would also raise the necessary funding to support the team and use strategic outreach to ensure study findings reach a wider audience and key stakeholders. Routine requirements of the job also include presenting research findings and recommendations at relevant forums.


Job Duties and Accountabilities


Strategy

  • Developing and executing a strategy for CEEW’s work programme on the interface of geoengineering, technology and governance. Refining the strategy periodically and having alignment with the organisation's strategy. 

    • Presenting strategy to the senior researchers and others within the organisation to gauge synergies and areas of cross-cutting impact.

  • Building a network of donors and partners and demonstrating buy-in from potential funders to fund the research for the subsequent year.


Research

  • Conceptualising original research pieces and/or programmes aligned with the internally approved strategy.

    • Leading at least two research projects per year.

    • At least two published papers/reports (single-authored or lead-authored).


Research Management

  • Building, supervising and mentoring a strong research team with a deep understanding of the science and governance of geoengineering technologies and interventions. Giving programmatic structure to and ensuring cohesion across various relevant projects and teams.

    • Cross-cutting research and leveraging capacity in other teams to deliver outcomes.

  • Conceptualising/leading flagship policy-relevant events.

  • Building relationships with funders and raising funds for the team. 


Strategic Outreach

  • Significant public interfacing on behalf of CEEW at various national and international forums.

  • Writing opinion pieces and articles for other popular media. 

  • Working closely with international agencies, think tanks and relevant ministries of the Government of India for socialising the debate and advancing the state of knowledge on this subject. 


Shortlisting Criteria 

Education

  • A PhD or Master’s degree in a relevant discipline such as Climate Science / Atmospheric Sciences, Earth Systems Science, Environmental Engineering, Physics or Applied Mathematics (with climate focus)Science

  • Substantial post-graduate research experience (7-12+ years), and

  • A strong, peer-recognised publication and policy engagement record in climate science, geoengineering, or technology governance.

  • Formal training or demonstrable expertise in climate modelling, Earth system impacts, risk assessment, or governance of emerging technologies will be strongly preferred.

Work experience

  • Demonstrated expertise and thought leadership in geoengineering, climate science, and/or governance of emerging technologies, supported by a strong publication record.

  • Proven experience in leading independent research programmes and managing multi-disciplinary research teams.

  • Ability to engage effectively with national and international policymakers, institutions, and scientific communities.

  • Track record of securing research funding and managing donor relationships.

  • Strong communication skills, with experience translating complex science into policy-relevant insights for diverse audiences.
