Role Overview
The Technical Business Analyst will support the modernization of the CMdS Next Gen Provider Module, focusing on provider enrollment, validation, revalidation, and end-to-end provider lifecycle management. This role bridges business requirements and technical implementation, ensuring alignment between functional needs, system design, data flows, and integration components across the platform.
Core Qualifications and Responsibilities
· Minimum of 6+ years of experience as a Business Analyst or Technical Business Analyst; experience with MMIS and Provider Module systems is strongly preferred.
· Bachelor’s degree in Business, Finance, Information Technology, or a related field is required, preferably with exposure to systems or data-driven environments.
· Prior experience in product implementation, system enhancement, and application maintenance in complex enterprise environments.
· Elicit, analyze, and document business and functional requirements, translating them into clear technical specifications, user stories, use cases, and acceptance criteria.
· Define and follow structured requirement management processes, including traceability, documentation standards, and change control.
· Collaborate closely with Development, QA, and Architecture teams to clarify requirements, support solution design discussions, and ensure alignment with system architecture and integration patterns.
· Facilitate workshops and working sessions to drive solution alignment and resolve functional and technical ambiguities.
· Develop and maintain detailed interface and data mapping documentation, including:
o Source-to-target mappings
o Data transformation rules
o Business logic and validations
o Interface/API specifications
· Analyze and document system integrations, including REST/SOAP APIs, batch interfaces, and third-party system interactions.
· Partner with development teams throughout the SDLC to support implementation, clarify requirements, and ensure correct interpretation of functional and technical specifications.
· Support testing activities including:
o Validation of test scenarios and test cases
o Support for SIT and UAT cycles
o Review of test data and expected results
· Collaborate with UI/UX, Architecture, and Product teams to define screen flows, system behavior, and platform requirements that support end-to-end functionality.
· Conduct demos at key milestones, capture stakeholder feedback, and ensure timely closure of action items.
· Develop and deliver training materials and conduct training sessions for client and end users as required.
· Demonstrate strong communication skills and ability to manage multiple priorities across client, vendor, and internal teams in a fast-paced environment.
Technical Skills and Tools
· Strong working knowledge of SQL for data analysis, validation, and troubleshooting.
· Understanding of APIs (REST/SOAP), JSON/XML, and system integration concepts.
· Knowledge of data flows, data mapping, and basic data modeling concepts.
· Exposure to scripting or programming languages such as JavaScript is preferred.
· Experience with tools such as JIRA and Azure DevOps for requirements and backlog management.
· Proficiency in Microsoft Office tools (Excel, Word, PowerPoint, Visio).
· Strong understanding of Agile methodologies and Software Development Life Cycle (SDLC).
Preferred Attributes
· Experience working in large-scale government healthcare systems, preferably MMIS environments.
· Strong analytical, problem-solving, and documentation skills with attention to detail.
· Ability to work effectively in multi-vendor, cross-functional delivery environments.
· Experience supporting cloud-based or modern enterprise platform implementations is a plus.
