Project Background:


Margins 2 Markets (M2M) is building key components of an effective waste management system in three ecologically valuable coastal regions: Raja Ampat/Sorong (Indonesia), Tamil Nadu (India), and Zanzibar (Tanzania). These regions face similar challenges: remote and growing coastal communities, insufficient waste management infrastructure, limited access to recycling markets, and increasing plastic pollution from tourism and population growth, driving marine litter and threatening biodiversity, fisheries, and local livelihoods.


The project establishes regional collection, pre-processing, and recycling infrastructure, including Material Recovery Facilities (MRFs) and pre-processing sites, and connects these to national and international recycling markets. It combines this physical infrastructure with digital traceability systems, incentive schemes for waste collectors, training, occupational health and safety measures, and transparent payment systems. The overarching goal is to prevent approximately 40,000 tonnes of plastic waste from entering coastal and marine ecosystems and to develop a replicable model for other coastal regions.


Key infrastructure includes:



  • A regional MRF in Ramanathapuram, Tamil Nadu, cleaning, sorting, and baling fishing nets and marine plastics, alongside collection activities across 14 coastal districts.

  • Pre-processing facilities near Kendwa and Paje (Zanzibar) plus a central MRF between Zanzibar City and the landfill.

  • Local collection and pre-processing sites across the Raja Ampat islands, linked to a central facility in Sorong.


Work Package 3


“Create Sustainable Jobs and Support Financial Inclusion,” requires that CleanHub's social standards and project safeguards be assessed against the Responsible Sourcing Initiative Harmonized Framework, with any gaps addressed through training and capacity building for CleanHub country teams and implementing partners in each of the three target regions.


What we are looking for:


Clean Hub is looking for a consultant to align the Margins to Markets (M2M) programme's social standards and safeguards with the Responsible Sourcing Initiative (RSI) Harmonized Framework, and to deliver the related training and workshop support under Work Package 3 of the programme.


Tasks


The scope below reflects the three activity areas already defined for this engagement under WP3. No activities have been added beyond what is required to deliver them.


Work Package 3.1 Gap Assessment Against the RSI Harmonized Framework



  • Review CleanHub's social standards and project safeguards against the RSI Harmonized Framework and identify gaps, differences and priority areas of engagement

  • Develop a work plan for training and capacity building, combining tools (including iWrc videos), Training of Trainers (ToT), and in-person workshops, consulted with CleanHub at project initiation to confirm alignment with CleanHub's needs and expectations


Work Package 3.2 Training and Technical Support



  • Deliver capacity building for CleanHub teams using the ToT model

  • Support implementation of the Harmonized Framework and Responsible Sourcing tools, including up to 10 hours of 1:1 consultation to support rollout and troubleshooting

  • Provide additional RSI training tools, including iWrc videos


Work Package 3.3 Partner Convenings



  • Engage in partner convenings as an issue expert, one during the on the Engage, Assess and Remediate phase, and one on Implementation


Requirements


Mandatory:



  • Recognized leadership role in developing, governing or setting the direction of the Responsible Sourcing Initiative Harmonized Framework

  • Direct working experience in one or more of the programme's target regions: India, Indonesia and Tanzania with the field relationships and contextual knowledge that come with it

  • Experience assessing corporate or programme social standards and safeguards against a recognised sourcing or supply chain framework, and closing the gaps identified

  • Experience designing and delivering Training of Trainer (ToT) programmes for field-level teams, using a mix of virtual, in-person and self-paced tools

  • Excellent written and spoken English

  • Strong cultural fluency to operate across multiple regions


Preferred:



  • Existing relationships with government or civil society counterparts in the target regions



  • Experience with informal waste worker livelihoods, financial inclusion or plastics value chains specifically



  • Experience facilitating in-person workshops with multi-country, multi-organisation audiences



  • Period of performance: aligned with the M2M Work Package 3 implementation timeline, to be agreed with CleanHub (2026-2030)



  • Contract type: fixed-price against the deliverables in Section 4



  • Travel: six trips (three international, three in-region)

Our app documents waste collection with GPS data, photos, and AI-reviewed weights, producing an average of 59 data points per ton. Giving our partners end-to-end verification of waste volumes collected, sorted and processed.
